I might be wrong but in my opinion thats just dumb. Yes the wind would make the fire stonger but it would also change its direction and not go straight back to the wind user but the other way around. Its like when you are trying to light up a fire.. when you wave something at it .. it makes...

It just feels unfair for Naruto, i mean, Naruto has to train, put some effort on things in order to get stronger / better while sasuke can master, in a few hours maybe, something that he didn't even know he had or experienced. Its quite sad really...
