I think you put more thought into this than kubo ever had.

Given that after a Quincy dies, their power returns to Bach, it wouldn't be unreasonable to say he does have their powers. Whether or not Bach uses them is up to whether or not kubo remembers or even cares.

I would like to expand on this since people keep misunderstanding: the hogyoku made it possible for aizen to use his power without the need for an asauchi. It's not that he doesn't have a zanpakuto or his power. He just doesn't need the "shortcut" for it.

So we have the answer to defeating Bach? With no foreshadowing or build-up. Guess it is just par for the course.
