It's almost a guarantee that there will be some kind of confrontation between Dragon and Garp. I'm sure at some point in the manga there will be a three-way standoff between Dragon, Garp, and Luffy and then after a few seconds all three are snoring.

I think it always was about the threath the pirate was for the WG i mean Luffy's first bounty was a reaction for him beating Buggy and Arlong, i think most of the pirates get their bounties bigger and bigger by defeating other pirates. Thats why Luffy gets such a reaction most of his actions...
