I fully agree with you. Oda has already stated he purposely nerfs Luffy for the reasons you mentioned. Luffy is too powerful so he has to find ways to hold him back from beating his opponents too fast. The stamina and Haki drainage, the G5 time limit etc.. All this needs to be in place to stall...
