If administrators/guardians are 100 what are full powered shining ones inside the tower?

An Administrator's biggest strength lies in controlling their opponents' shinsu. However, given that Shining Ones do not use shinsu, what kind of difficulty do they pose to Administrators?

I would say the weakened shining ones are around 40-50. I also have the family heads in that same range(Ignoring an Admin’s shinsoo sucking ability).

Probably a 70; admins remain the apex predators inside the tower unless otherwise indicated. I see no reason to believe otherwise.
