It’s still going to be season 4. Not another spin off. The Urek Mazino spinoff was just to tie in some stuff he had in mind, to incorporate into the main story.

I want to get clarification regarding how urek's full power function inside the tower.

Talking about this panel from chapter 448 about urek being incapable of using his full light power inside the Tower.

• The Translation Context: The Korean text uses phrases like 진정한 힘을 발휘하기 어렵다 (It is difficult to exert true power) or 힘을 끌어내기 번거롭다 (It is troublesome/cumbersome to draw out power).
• Difficulty ≠ Inability: There is no magical seal on him. The words 어렵다 (difficult) and 번거롭다 (troublesome) prove he can access 100% of his power at any second. He just chooses not to because of the environmental friction imo.

Does it say urek can not use his full power at all inside the tower or he can use it and it simply takes lot of concentration and focus to do it?

Hi, it's been a while! Sorry for the late reply. When Urek enters the Tower, he realizes that the power of the light isn't fully reaching him (although later on, Mago says that Urek doesn't depend on it since Urek is the light itself).
Anyway, to answer your question: Urek says he finally understands what the Tower is (it's a place meant to give birth to a new Axis, therefore it could be considered a territory foreign to him). When he apologizes in order to use some of his own power, it's like he's asking for permission to exercise authority within the territory of the new Axis. When he says it's hard for him to use his true strength, it's because he is inside the incubator of the new Axis; even though his light is strong enough to reflect inside the Tower, it isn't fully reaching him.
(When he is learning to manipulate shinsoo, Urek says something similar. Perhaps he means that the artificial glow inside the Tower is also part of the outside light, but because it's artificial, it doesn't grant Urek his full strength)
