1. The Administrators have baby administrators wandering the tower.
2. Baby administrators are called thryssas, they come in two varieties blue and red.
3. The early life cycle of thryssas is a role of parasites, they attach themselves to hosts to feed and grow larger in exchange for boosting their hosts powers and abilities.
4. Eventually, thryssas consume their host entirely taking over their bodies and spirits until nothing is left but the thryssa.
5. Theory: later in their life cycle the adult blue and red thryssas fusion ha combine to form an adolescent Administrator.
This might explain how Hell Joe was able to manipulate the environment similar to how Administrators do when he attempted to immobolize Urek Mazino in their battle on Floor of Death.
It might explain the change in Jahad and Eduan's personalities.
It might explain why the 134th floor is locked, administrators having ulterior motives.
It might explain why Jahad betrayed V and the civil war occurred.
