There is something that surprises me a little. Why did the people in the tower give Phanta first place? We, as viewers, know that he is Axis. However, the people in the tower cannot know this. Now let's go through the achievements. Phanta appeared out of nowhere in the king's palace, killed a bunch of high-ranking officers and disappeared. Enryu caused an armageddon on the floor, killed a bunch of people, including the guardian. He did something that was considered impossible. So why did the people in the tower put Phanta above Enryu?

Someone asked this question before, I'll give you my opinion again.
I think that for towerborns, Zahard has more influence in the tower than an administrator. Zahard is the king of the tower, ruling over 134 floors. Meanwhile, an administrator only rules over one floor. A person attacking Zahard's palace (and killing a lot of people) would be a much greater achievement than killing an administrator.
Also, FUG would prioritize Phanta's influence, since he directly attacked Zahard. They would use that to lower Zahard's reputation.

Phantominium is the strongest being mentioned in TOG. Better yet Talzs Uzer Story.

TUS is the Universe all of SIU story’s take place in. In this universe exist Axis. Basically they are God like being who create stories/Fate/destiny. Only an Axis can fight an Axis. We are never going to see Phantominiun again, as SIU mentioned. Some lore would be nice to though, to incorporate his Universe’s lore with TOG.

Enryuu is just an irregular for the envoy of the outside God. Phantom is much stronger. Enryuu is said to be making another appearance wayyyy later on. So I guess just wait on it lol
