I recently found out there's a lot of services in Japan that offer to digitize books of your choice (this includes manga of course). Some of them act like a proxy, ordering books you want from Amazon and other stores. You can pay through Paypal, so there's a chance they accept foreign customers.

Has anyone tried a service like this before? If so, what's the quality like?

That... actually sounds promising. Finding raws is always a huge pain. Has anyone used one of these services?
