they could, they could not, I dunno as we have no idea if Aokiji and Akainu were able to last that long because they retreated at times, like how Luffy did against Katakuri. It is weird though that we've never heard of Whitebeard inheriting his title from Roger, if Roger was supposedly superior, while we have seen him and Roger getting along, and Whitebeard saying he never sought One Piece or to be the Pirate King. It's not like he'd make pirates his enemies or try to kill them unless they messed with him, and I think Roger did that only out of revenge.
And one WOULD assume that if context wasn't added. But you have Garp and Roger who were considered his equal. Not once was it stated Whitebeard somehow had an advance over them in any way. Even Sengoku is up there, only that Garp is far more emphasized as it pertains to legendary marines.
Even more importantly Whitebeard is known as the ONLY pirate to have fought Roger seriously and LIVED, the only one.
Buggy even claims Whitebeard is the worlds more powerful LIVING Pirate, insinuating it is only because he is dead.
Roger and Garp also defeated the Rocks pirates...who had WB as a member.
I think WB is strong, as strong as Roger and Garp even in his prime. But there is nothing really indicating he is superior in any way. He also could have gotten One Piece if he dedicated himself to doing it like Roger did. But he didn't care to.
This is what should be mainly noted. He did not care about One Piece at all. He was interested in the D. Initial, but other than that, he was happy traveling around with his fam. If he truly wanted One Piece, he would've had it. Even if Roger didn't offer it to him the directions, back in his Prime, he probably had the means and, most definitely, the strength to take what he wanted to get the pieces of the Road Poneglyphs.

I wonder how strong the Rocks were. Were they a crew with the strength of 4 Yonko-level fighters, or was Xebec the only one and the rest were still not that strong?

Unlikely. Especially since Kaido was just a youngling back then.
The Marines even stated that their strength back then is basically nothing compared to now.
Xebec was probably the only one who could be considered Yonkou level. Aside from him, I would assume WB, Big Mom, and, maybe, Shiki were the only real threats on the crew. Everyone else was probably strong, but not renowned.
I do wonder if Xebec had a World's Strongest title though. Or, perhaps, he had the World's Worst Criminal/Most Dangerous title before Dragon.

On the same token, the marines, if they don't already know about it, could find it as well. There are lots who could do it in theory. They just have to want to do it. Roger wanted to. He said "OK, i'm dying, let's do this thing". Which is why Luffy will get it so young. It's not that he is as strong as Roger, although he'll get closer and closer with each victory. it's that he had the idea of a grand romantic adventure.
I just don't think the titles make a difference, it's not a championship belt to be passed around lol.

Exactly, Luffy will become the Pirate King younger than Roger primarily because of how old each was when they decided to go to Raftel. Even when Luffy attains his goal, I hope no one uses age as any indicator of Luffy's "superiority" over Roger.
Though I'm assuming Luffy will have to get stronger regardless because there'll be a mission for him and his crew in the end that Roger couldn't accomplish.
Since we're on the topic of titles, I think the world's strongest titles should be considered with common sense and not bias. WB being the strongest pirate made sense since he was on par with Roger and by ext Garp. He also had an OP DF. No one was stronger, only equal.
Kaido's title also makes sense as he's not considered human, he's oddly resilient and we've seen him tie with Big Mom which rules out his title meaning he is the strongest pirate or character.
The issue is people ignoring context and even common sense when using, or misusing these titles. Eg. Mihawk is stronger than the yonko who use swords ; Kaido is the strongest character
