I'll be honest, I didn't read the manga yet during the High End fight. But I didn't get the vibe that there was any sort of fakeout going on during that fight. I felt like Endeavor was supposed to get this hard won battle in order to jumpstart his character arc. So to read that Hori initially never even planned any arc for him is really interesting.
