I knew you were going to say that but think about it, Luffy was beat in LVL 4 by Magellan who was certain that he was about to die and Magellan decided to send him to LVL 5. Why did he not let him die in LVL 4 which was under control if he just thought that he only needed a place to die ? That leads me to think he decided to send him into the appropriate LVL.I really hate that facepalm. You know why? Because people always use it wrong.
Luffy was half dead and about to die. They just threw him in a cell and didn't even bother to put cuffs on him. Can you wrap your brain around it for a second?
Do you honestly believe that Luffy would end up in level 5 if he was in better condition, like, not almost dead? The guy who has beaten two Shichibukai, declared war to World Government, caused destruction of Enies Lobby, the end of CP9 and finally punched Tenryuubito out of his boots. That's like most severe crime that anyone can do in WG.
No, I just realized, he wouldn't go to level 6, he would have been executed asap.
So, I still think that Magellan's choice reflects in what LVL Magellan would have sent the " ID " Luffy anyway.
You know, two leaders of the revolutionary army were in lvl 5 despite the fact at least one of them - Ivankov - is a world famous criminal - as we have seen in ID and in the last chapters -. The only ones we know and who were in LVL 6 were two ex-Shichibukai and an ex-Head of ID (thus traitors that must disappear from history) and the most important prisoner of ID, Ace. And about the 3 pirates whose names were revealed, we don't know anything.
And thus I still think that your affirmation without any argument that what Luffy only did in EL makes him go straight to LVL 6 deserves a facepalm. That is not obvious at all.
