Even if Gintama is popular it is not in an ascending phase rather the countrary given this year ranking so it is probably not a serie the magazine will use as flagship.
As for Toriko being better lately, I have a different opinion but I haven't read the last few chapters.
It's a flagship. Gintama is one of the series that is popular with fans outside the weird world of Jump, and shounen manga. One Piece, Gintama, Kuroko, and Naruto are the series with the most mass appeal. Take a step back from Jump, double issue covers, the TOC, and it becomes obvious that Gintama is a beloved classic in Japan.

Interesting ranking, but there is no reason to put Inoue and Araki in Top 2 because both serialize currently, as well as some of them below Top 10. For me, Ohba and Obata are the most likely to return any time soon.
The ranking was for whom they most want to see back in Shounen Jump. Inoue, Araki, and most of the listed mangaka are currently serialized, but all in different publications.

Flagship for the covers since this is what the discussion was about in the beginning.
Talking about that, I made a compilation of interesting stats and facts about the covers for this year's Jump, it includes all of the covers for 2013's issues as we already know Toriko is getting the last one
First, the number of covers each series got:
# of Covers...Series Name
8..................One Piece
5..................Toriko
3..................All Series
3..................Ansatsu Kyoushitsu
3..................Kuroko no Basket
2..................Gintama
2..................Haikyuu
2..................Naruto
2..................Nisekoi
2..................Shokugeki no Soma
1..................Beelzebub
1..................Bleach
1..................Ginga Patrol Jaco
1..................Hachi
1..................Hime-dol!
1..................Hunter x Hunter
1..................Isobe Isobee Monogatari
1..................Kochikame
1..................Koi no Cupid Yakenohara Jin
1..................Koisuru Edison
1..................Kurokuroku
1..................Mutou Black
1..................Saiki Kusuo no PSInan
1..................Smoky B.B.
1..................Soul Catcher(S)
1..................World Trigger
Now some fun facts and stats:
There were 48 issues this year
25 different series got a cover
11 of the covers were dedicated to new series
3 featured characters from every of the series published at the time (well, 4 if you count Jaco's cover too)
This leaves us with a total of 34 covers for series over a year old (by now)
27% of the total covers featured OP or Toriko, that's 38% if you only count the covers of series over a year old
The last of the one or more year old series to have a cover this year was Bleach (issue #41)
Out of the 5 series that have initial prints of over 1 million copies, only Naruto and HxH had less than 3 covers (Ironically, Toriko had 5 even though it's nowhere near 1 million of initial print)
On that, Toriko is the only series that had 3 or more covers that doesn't sell more than 500k copies per volume (maybe not even 400k)
Nisekoi is the only series that had 2 or more covers this year that sells less than 200k copies per volume (at least during it's time on Oricon charts)
None of the series that started this year had a cover after chapter 1 (this is quite obvious though XD)

Oh interesting, would ask about the color page number, but thats probably way too detailed and time consuming.

In any event, seems to at least provide evidence towards peoples claims of the publishing at least trying to push Toriko onto the masses (though who is this series even targetting). Performance wise, it is odd since it is essentially equivalent to Assassination Classroom/Kuroko's Basketball and way less than Naruto.

I would expect in the next year Assassination Classroom to potentially get more, Haikyuu!! to get at least two again, and Shokugeki no soma and Nisekoi the same number. (Nisekoi really only got it because of the anniversary and the tv announcement (I think)?)

I believe Toriko got lots of covers because of its movie and high ranking.

That's like saying that OP got lots of covers because of its movie and high ranking, which is a fallacy.

Of course One Piece gets a lots of cover because it is a flagship for Jump; One Piece always get a special treatment in Jump.

Well, one was for the announcement of the movie, one for the anniversary, one when the movie premiered, and the other two were just because "why not?" (probably saying a new volume was coming out and such)

Yup, so it got lots of cover because of its movie.

So yeah.. 2 is a lot.
I think the point is that it received the most covers, outside of One Piece, due to the release of the movie. It was 3 otherwise, the same as Kuroko and Assassination Classroom.

But hell, I don't know what Shueisha's marketing research shows. Putting Toriko on the cover more than most probably isn't an awful idea.

Two out of five is a lot, yes.

Jump and Toei promoted the fuck out of the Toriko movie. It was the first Toriko movie, they wanted to make a splash. Hardly surprising it snagged a couple of extra covers.

Here's Japan's yearly box office for 2013: http://www.boxofficemojo.com/intl/japan/yearly/

Toriko is 100, Hunter x Hunter 35, Gintama 27, Dragonball 10. If anyone was wondering.

Doesnt seem like that worked well for them, considering HxH's little precious in serialization and Gintama...

Author's comments for those interested.

There's a comment from ONE and Murata since the OPM chapter was in WSJ.

I believe 300 million is just within Japan; 345 million is for worldwide.

Gintama did better than Hunter x Hunter at the box office? Yes.

Also, that list of mangaka people want to see return to Shonen Jack is weird. Personally, I wouldn't want to see any writer or artist who has graduated from Jack and established himself as a proffesional in a different publication, return. Like at all.

Then, do you want to see the established author from different publisher moved to Jump?

Damn, you pull the rug from under my feet. But I still will post my stat on wednesday when the last TOC comes out.

No, not at all. I am quite comfortable with the way this magazine is right now. Mostly young authors, who begin their career here.

It is kind of interesting that Suzuki Nakaba (author of Nanatsu no Taizai) isn't included.
His Shonen Jack work, Rising Impact, has serialized just for 4 volumes, so it didn't really stand out back in its day.

What´s the source for this piece of information?
The source is written in the post you quoted.
