It is nearly at the same amount of material that BLue Exorcist anime covered (14chps), so I dont think it is too soon.

Ao no Exorcist debuted in April 2009, the anime was announced November 2010, premiering in April 2011. Fall 2014 is probably the earliest I would expect an Owari anime.

It's a bit different.
A-1 is a terrible studio and they made the decision to give it an anime-only ending. Another studio could choose to end it at a fitting cliffhanger.
I dropped the series though since it sucked so I don't know if Owari no Seraph has a good cliffhanger spot.
