Some people can walk by kicking air, some other can simply swim through the calm belt, some other could try to map the sea below by watching it from a moving sky island.
And I'm sure that there are hundreds of other ways to find Raftel by cheating, but those methods can work only if there is an island in the sea, ready to be found.
My crazy theory is that after the last "regular" island in the Grand Line there's simply the Reverse Mountain and nothing else, and that's one of the reasons why Raftel was not re-discovered yet: there's simply no trace of it, aside from what Gold Roger and Whitebeard said.
Of course it exist, but for some reason it's simply unperceivable, and there are no maps, no infos, no proofs of its existence, nothing to tell you how to reach it.

Pirate group doesn't have many ships to try out different combinations of islands, but marines do. Yep, Buggy has deep respect for Gold Roger, and it's also trying to become Pirate King, but he does like to cheat. Not only he didn't tried to reach Raftel by now, but it seems that Yonkos, big pirates or the marines won't try to capture him and torture him until he spits out where Raftel is and all he remembers about when Gold Roger reached it. Or the Pirate King crew members don't know where Raftel is, or simply they have no useful informations to give to those that are the closest to find it, but still can't do it for some reason.If Shanks know where One Piece is because he was in Roger's crew then Buggy should know this information too. Sure he couldn't go there because the NW is harsh but now he is a Shichibukai and is free to go. Most pirates won't attack him because of his current title and all the exaggerations. If he didn't want it for himself then he could have sold this information but he didn't.
So one reason would be that he doesn't know where One Piece. The second reason is that he won't tell because he respects his captain and crew or in simple words he don't want to betray his ex-crew.
We know Buggy has an important role to play in the future (which i hate), so it might have something to do with this.

The only thing that I don't like in your theory is Luffy defeating a Yonko after he just entered the New World... ah, forget me, after all I want One Piece to go on for at least 110 years or so.This isn't related to the ongoing Raftel talk, but it doesn't really fit on the predictions for the next chapter (796) and may sound a bit crazy, so here it goes:
Kaidou learns from Kidd's Alliance that Doflamingo is down;
as a partnership, or after subduing the Supernovas, he takes one of their ships and moves to the island were he was supposed to be;
Trying to avoid an execution by the hands of Kaidou, Caribou spills the beans about Shirahoshi's secret;
set on waging war against the world, Kaidou goes full Crocodile-mode and decides to grab Poseidon for himself, moving towards Fishman Island;
The Mugiwaras move towards Wano (or wherever the Sunny's crew currently is) together with the Happo Navy (or whoever gives 'em a ride);
after the situation on the current island is dealt with (possibly half an arc), the Mugiwaras rush to protect the Mermaids from Kaidou's attack;
to go back, they get their hands on a Eternal Pose to Fishman's Island... possibly from Jinbe;
oh yes, before reaching Wano (or wherever) Luffy and company end up meeting up with Jinbe and Wadatsumi, as Jinbe was trying to reach Big Mom to leave her service... and she just happened to be near all the action. Jinbe then shows the Poneglyph to Robin.
... The Strawhats reach Fishman Island, fight Kaidou (with or without Big Mom's help... as she seemed to be headed to that direction and Lola's Vivre Card is still a possibility), break all the things...
and end up fulfilling Madam Shyarly's Prophecy.
(also, they end up saving everyone by using Noah... completing Joyboy's promisse as bearers of the Will of the D. Clan.)

As we know, Zoro carries three swords and uses three-sword style. He has two of '21 O Wazamono Grade Swords', which are considered as second grade swords. And it is natural to believe that Zoro will advance further with his powers. Since his strength is kind of related to the swords he uses, I think there will be a major update to his arsenal at some point in time. However, can we actually assume that Zoro will give up on Kuina's sword...? Or Ryuma's sword? Zoro really treasures these two katana so he'll keep them. But he utterly needs an upgrade, right?
The solution is quite simple. Zoro will become a 'Tiger Woods' of One Piece. He will have more than three swords in his arsenal and Tashigi will be his 'caddie', carrying all those katana around and giving Zoro advice depending on the situation. Like, "Oh, against this giant Sea King you'd do better with a combination of katana number 3, number 7 and number 10"... This is also how Tashigi will fulfil her own dream of taking all the great swords away from bad guys.
