Well, here is the thing. In terms of strategy and tactics, nobody can have low intelligence. You are either capable of figuring out your opponents' weaknesses or not. If you are able to counter them, that adds to your intelligence. If you're aren't able to do so, then that doesn't affect your intelligence at all. In other words, your intelligence will remain neutral. So if that is the case, how do we determine if someone has low intelligence when nobody can go below the "average" threshold? If you subject yourself to be countered, then that is influenced by outside-battle intelligence and I'll explain why.Does intelligence outside of battle really have anything to do to power ranking? Sure 'in-battle intelligence' matters but not something like an excuse to go hide a sickness from people when it's starting to hit.
When it comes to battle intelligence it's about strategy and magic/physicals. This is why I think Erza/Gray aren't really any smarter than Natsu/Laxus. If the former had the latter's abilities they would fight the same as the latter imo.
In-battle intelligence always comes first. If the character barely has any, that is when outside-battle intelligence comes to play. I disagree that Erza and Gray aren't really much smarter than Natsu/Laxus. Not only do they have more smart in-battle feats than any other character but they haven't been portrayed to have low intelligence outside of battle either (excluding comedy scenes).
So, this is where intelligence outside of battle comes in. In theory, intelligence outside of battle doesn't have as much of an impact on power ranking but it still defines your overall intelligence. For example, Natsu underestimates Zeref (or overestimates his abilities) and decides to fight him. Did that have anything to do with countering your opponent or finding out their weaknesses? No. But it wasn't a smart move it and could have killed him too. Also, Natsu doesn't understand when situations are dire so during the Battle of Fairy Tail Arc, he made jokes about fighting Lucy and didn't believe Laxus was serious until it was almost too late. Again, nothing here is about strategy/tactics but it still lowers his intelligence.
Laxus is just like Natsu in a sense that he jumps the gun and doesn't have a plan. His temper leads him to being unable to think straight. He is the type that doesn't really have an approach to dealing with enemies, rather he just thinks he can beat them up with brute force. In a way, this can lead to his death. Laxus was lucky Wahl wasn't so bright either. Had Wahl not given Laxus power to begin with (even after his "full" analysis), Laxus could have ended up losing the fight.
Let's think back to Jacob again. His mistake costed him to lose the fight. Do we all agree he has low intelligence? Jacob didn't plan correctly which is why he failed to realize that by making Lucy's clothes disappear, not only will it affect Natsu but he will be able to see Lucy's body as well.
Similarly, Laxus was not thinking and ignorant to the point that he still thought he had a chance to defeat Wahl. He failed to realize the severity of the situation despite the fact that he knew his lightning was directly countered by Wahl's immunity. Honestly, Wahl could have ended Laxus right then and there if there was no PoF involved.
My Point: Battle Feats directly affects Intelligence. Non-Battle Feats indirectly affects Intelligence. Academic Intelligence is different. You don't need to calculate your enemy's energy output or the angle in which you attack them in order to beat them.
