Yes, they are. All 12 Spriggan were said to be capable of matching Serena in terms of magical power. The same with Brandish. Those two statements suggest that no Spriggan is inferior to them in terms of magical power. That makes them the set standard for the Spriggan 12 as a whole in terms of magical power.
We weren't talking about magical power mate. Not that it really matters though since my point still stands. Matching someone and being at the same level as someone means they are equal, since we obviously know they can't be exactly equal there can be marginal differences both greater and inferior, it wasn't specified. So again, yes Brandish and Serena were used as a baseline, but in the sense that they are the starting point of comparison, not that they are the absolute lowest of the group. Either way, Bradman pretty much puts a sock over this notion/interpretation that Brandish and God have the minimum/lowest MP, his MP is far inferior (because he utilizes curse).

It should be interpreted to mean that the Spriggan 12 (as in all of them) can at the very least match Serena and Brandish in power. Never was it suggested in those statements that some of the Spriggan couldn't possess power beyond that standard. And as we've seen, two of them do possess power beyond that standard in August and Irene.
Exactly what Hyberion and Brandish said respectively was that there are 11 others at the same level as him/me. I don't know how you can possibly interpret that as anything other then what is outright stated.

H: Yes, there are 11 others who can stand toe-to-toe with Ishgars mightiest mage.
B: There are 11 other wizards in Alvarez of my caliber.

I don't have access to the most valid of translations for this but they all follow the same lines more or less. The fact that they both specify that ALL 11 of the Spriggan are at their level means that, at the time, ALL 11 were at their level. They don't say "the other 11 are at or above my level" so I don't see where your interpretation is coming from. As a best case scenario for you you could say they are generalizing, but that means that there could be weaker Spriggan just like there can be stronger ones. Need I remind you again that August and Irene aren't even the only anomalies, Bradmans MP is factually below that of the other Spriggan.

Question: Can Dimaria with Age seal defeat dragons?
My thought is no because of Dragon's immense durability and how only DS magic effects them. Not sure tho.
I'm 99% sure she cannot stop time for someone who is stronger then her. If she could, August wouldn't be the strongest springan. Also she could kill anyone even dragons. Her magic might not be able to kill dragon after she stops time but she can take a sword and cut their head off that would be enough to kill anyone.

Correct me if I'm wrong (and I very well could be, I haven't looked at the fight in a while), but didn't Gray win by sending a rock through Silver's chest? Gray only won by outsmarting Silver, that doesn't mean that as a wizard he's stronger than him. Not to mention the fact that Silver never intended to win in the first place.

There are two perspectives to be taken here: Those who think Glidartz should be on Bluenote level, and those who think that whereas Bluenote seems not to have improved, Glidartz being a member of FT and FT members having an absurd growth ratio, he should come back way more powerful to "meet" his hype. I think those who place him slightly higher than Bluenote are as right as those who put him very high, just a matter of perspective.
I can respect.
- Those who put God Serena 'not so high' or on average level Spriggan (Ajeel level). If you're one of those, then it's clear Wolfheim and Hyberion are going to have to be very low on the list, because they were literally fodderized by an Ajeel level character. Then base Gray or base Gajeel should be above since base Gajeel put up a better fight against a Spriggan than the 3GoI+Jura did.
- Those who put God Serena higher than the average Spriggan (not quite reaching August/Irene, but definetely above Ajeel, Jacob or even Bradman). Those will consider that the GoI were strong opponents but, upon being fodderized, they necessarily have to think that God Serena is simply superstrong.
I think GoI+Jura >> Base Gray + Base Gajeel, but we haven't seen much from Base Gray anyway, and we will never know what'd happen if they were to face God Serena :P

You can either think: "OK, Shaila shouldn't be so powerful since she was beaten by an attack from Elfman so she should be even below himself on the list" or you could think "Well Shaila fodderized the strongest form of Mirajane atm + she has macro which apparently is omnipotent if you agree with the NLF so she should actually be quite something". Both positions make sense :)

Also, the power inflation since that time is enormous.Trouncing Tartaros Mirajane isnt a feat, and we've already seen that Macro has limits. Fodder soldiers shrugged it off.
So IF you do not account for the emotional factors, the battle between Silver vs Gray and Ur vs Gray+Lyon was 'similar', but Alvarez Gray >>>> Tartaros Gray so by powerscaling it kind of makes sense I guess that Ur is above. But yeah if you were to ask me who's stronger, it'd be a hard question for me. But if you asked me who'd win, definetely Silver since he can just eat her ice up.

Wasn't the whole point of the fight between Silver and Gray so that Gray could believe he overcame Deliora? Silver even explicitly says at the end of the fight that he was waiting to be killed by Gray. I don't see how any of that translates to "Silver was fighting to win".

I think God Serena was not this strong before.After he joined the Alvarez kingdom he installed 8 Dragon Slayer Lacrimas and become stronger.Hyberion used the version of Serena they knew i.e. without using Dragon Slayer Lacrimas as a measuring stick for the Spriggans.

Silver was definitely fighting. How hard? I'd say about as hard as Itachi fought Sasuke by the time of his death; meaning, he utilised his very best moves to take down Gray. There was a decent amount of killing intent in those moves but I also think he wasn't fully committed since Grey was his Son.

He had to fight his Son intensely & seriously as everything would've been pointless had Grey turned out to be a weakling incapable of overcoming him -- something that not only Silver needed to confirm with his own hands but also Grey had to prove to him that he was ready to take on the challenges Silver couldn't.

@SaberToothFan just wanted to add that third seal is similar to the tartaros demons that changes into etherious form, or their full power mode. Over skelter is a third seal attack and is the same as second seal except better with some skulls having pole-like bodies similar to menos, combined in a whirlpool and should have been almost impossible to escape from the way Bradman reacted. Gajeel saved Levy and escaped depending on his power alone. The first seal had no effect on Gajeel due to metal lungs, so the seals really had nothing on him. The tartaros magic spells did hit Gajeel, but he tanked them all. So if Bradman was able to be damaged without Gajeel absorbing him and without dragonforce, that would have been a good fight too as base Gajeel did have power to at least match Bradman's own attacks.

In ch 485 Lily told Gajeel that there are too many enemies. Gajeel responded saying, "Yeah yeah I heard you the first time" and used a mass attack that sent many flying. The distance of that attack could not be seen, but that proves he got much stronger if he could do that so casually. The ground was torn also. In ch 486 Bradman grabbed Gajeel by the neck. Gajeel grabbed him also by the neck and then headbutted him. Bradman didn't receive damage, but that proved Gajeel has the physical strength to match a spriggan. Lastly in ch 487 third seal was already released, at somewhat close range they traded iron dragon roar and ice rage, with neither one gaining an upper hand. To me this proves Gajeel had spriggan level power and was on par with Bradman. With dragonforce there is only one page of df Gajeel's attacks that ended it. In the next page you see the results of the high speed power of his df mode.

Don't get the wrong idea. I'm not saying Gajeel is the best. I still place base Gajeel under base Natsu and Gray, but only by a small margin. Point is I think he showed enough that if Bradman was tangible to base Gajeel, Gajeel would have still whooped him. With Bradman's third seal released he was not able to overpower Gajeel. DF Gajeel is greater than Base Natsu, but DF Natsu would be greater than DF Gajeel.

Well I mean a large part of the reason why Bradman is strong enough to be a Spriggan is because of the fact that he's intangible. Physical strength isn't Bradman's strong point (why would someone who's intangible need to be physically strong?), so comparing him to Gajeel in that aspect isn't really fair.

Physical strength isn't Bradman's strong point (why would someone who's intangible need to be physically strong?), so comparing him to Gajeel in that aspect isn't really fair.
He doesn't have to be strong as you say, but if he was willing to turn solid to grab Gajeel by the throat he must have had some level of physical strength. Regardless of physicals, whether he used magic power or curse power, he was not stronger than base Gajeel.

I really wouldn't use Gajeel escaping Over Skelter as a show of power as it makes no sense, Gajeel was about to be killed by the Second Seal but Levy intervened, so why would the Second Seal be better than his Third Seal/Etherious attack Over Skelter? I honestly think that was a plot hole...

As for Gajeel tanking the 9DG curses, he did but Bradman didn't exactly use the best curse he had in his arsenal, that being his Enhancement + Sensation curse. I think what I would agree with is that (at least in power) Base Gajeel =< Tangible Bradman, the only reason Bradman gets the edge here would be the aforementioned curses. I think saying Base Gajeel (alone) would whoop Tangible Bradman is a massive overstatement as without Levy he likely would have died to the Second Seal.

Also saying Third Seal Bradman couldn't overpower Base Gajeel goes against the chapter, he was destroying Gajeevy even after they escaped Over Skelter.

All of the above being said I'm not saying that Base Gajeel isn't Spriggan level as far as physical attacks and endurance (the same goes more so for DF Gajeel) because he's improved a lot, I'm just saying that he wasn't doing well against Bradman despite being a natural counter (iron lungs) and having help from Levy (Torafuzar's curse would have made the battle worse and the Second Seal would've done him in).

Um, Bradman was slaughtering Base Gajeel, he was saved twice by Levy (her surviving that long was a plot hole IMO) and he was lucky enough that the MBP's put him into DF otherwise he would have lost.

Basically, I think Base Gajeel is borderline Spriggan level but I wouldn't put him on the same level as Bradman or the other high-tier Spriggans.

Assuming that Gajeel would have been killed by the second seal is not actual proof. Fact is in his third seal form Bradman surprised Gajeel with the 9 curses, but was not any stronger when they both shot their attacks from their mouths. Escaping the third seal not a show of strength. It proves that if Levy didn't help with the second seal Gajeel would likely be able to deal with it on his own. It's also an assumption if you think Gajeel would have been useless underwater. He could possibly still be, or maybe Levy just took action before Gajeel did. Not saying that Gajeel could get rid of the water. Maybe he could. Maybe he could transform his body parts to be more effective underwater this time. There are many possibilities and to assume it would have defeated a character does not make it true. Bradman depends on his poison and skulls to suck the life out of them. In terms of power, he was not overpowering Gajeel. We are talking about a tangible Bradman. If he was tangible wouldn't he have taken damage too? I mean Gajeel did shoot several poles, sword and lance through him. If he were tangible he'd be scattered all over the place.

Etherious form Shaila was on par with Etherious form Kyoka according to the amplifiers that mashima gave us that we had to apply to their rankings.

It is debatable, but it has been debated too many times There reason why Mirajane's macro didn't affect everyone was probably because, either:
- It only affected the soldiers that were in Mira's field of vision. As a matter of fact you can see that she manages to make them all sleep until in the following panel, more appear.
- or Wahl deactivated it.

He cited all the 9DG were part of his arsenal, but we never saw him using the Necromancer's abilities...I always thought Keyes's ability was what made him into that state...except more lethal since he could kill people with magic barrier particles while Keyes couldn't do that as far as we saw

Even though I agree that Gajeel is underestimated, he isn't stronger than Bradman at all. To be honest, he doesn't even come close to his power level even when DF is included. It's nothing more than a fact that Gajeel wouldn't have survived without Levy's help and some plot armour. Just as @SaberToothFan stated, Gajeel would've died within his Second Seal if Levy didn't save him with her Holy Attribute Magic. And if he would've survived it somehow, Bradman could pretty much slay him with some of his hax curses like Macro and Tenchi Kaimei. I'm sorry but Base Gajeel nor DF Gajeel comes even close to Bradman's power level.

Also, Over Skelter actually is Bradman's Third Seal. His Tartaros Curses are more like an alternative magic.

It's not that clear but I'd assume that he got that from Keyes, that said I think Bradman built on that through the First Seal as that's what allows the MPB's to flow freely from his body.

Assuming that Gajeel would have been killed by the second seal is not actual proof. Fact is in his third seal form Bradman surprised Gajeel with the 9 curses, but was not any stronger when they both shot their attacks from their mouths. Escaping the third seal not a show of strength. It proves that if Levy didn't help with the second seal Gajeel would likely be able to deal with it on his own. It's also an assumption if you think Gajeel would have been useless underwater. He could possibly still be, or maybe Levy just took action before Gajeel did. Not saying that Gajeel could get rid of the water. Maybe he could. Maybe he could transform his body parts to be more effective underwater this time. There are many possibilities and to assume it would have defeated a character does not make it true. Bradman depends on his poison and skulls to suck the life out of them. In terms of power, he was not overpowering Gajeel. We are talking about a tangible Bradman. If he was tangible wouldn't he have taken damage too? I mean Gajeel did shoot several poles, sword and lance through him. If he were tangible he'd be scattered all over the place.
Gajeel didn't look like he was escaping the Second Seal without Levy's help, he was straight up being swallowed by the field of skulls, this is why him escaping Over Skelter was BS, especially since Over Skelter looked like it was stealing his life force. Add on the fact that Bradman was visibly shocked that they escaped and it makes no sense, not to mention it wasn't explained.

As for the overpowering argument, we can see here that was straight up amused when Gajeel tried to counter attack, plus he overpowered him earlier when he was caught by the 9DG curses and Over Skelter. To make it worse for Gajeel, Bradman could still have used the Sensation + Enhancement curses, he only didn't because he wanted to enjoy the fight (he says he will fight to his hearts content earlier in the chapter/chapter before that). Honestly I don't get how Gajeel would've fought Bradman in the poison water of Torafuzar, it would have limited his movement whilst Bradman slaughtered him, Levy saved him from that.
The fact that Gajeel (being a prefect counter to Bradman with his iron lungs) and Levy (who bailed him out twice) were getting destroyed should tell you who was overpowering who, especially since Gajeel still needed a power up despite his advantages.

@Bold Could you remind me why we're talking about Tangible Bradman? I'm not being funny I've just forgotten why we were talking about this.

Okay what. Even though I agree that Gajeel is underestimated, he isn't stronger than Bradman at all. To be honest, he doesn't even come close to his power level even when DF is included. It's nothing more than a fact that Gajeel wouldn't have survived without Levy's help and some plot armour. Just as @SaberToothFan stated, Gajeel would've died within his Second Seal if Levy didn't save him with her Holy Attribute Magic. And if he would've survived it somehow, Bradman could pretty much slay him with some of his hax curses like Macro and Tenchi Kaimei. I'm sorry but Base Gajeel nor DF Gajeel comes even close to Bradman's power level.

Also, Over Skelter actually is Bradman's Third Seal. His Tartaros Curses are more like an alternative magic.

And if DF Gajeel had macro used on him, I don't think Bradman would have the capacity to control a much more powerful DF Gajeel. What manga are you reading? They traded blows from the start. Levy jumps in and tries to assist with second seal and making a hole to get rid of the water. Gajeel break out of over skelter which is a stronger version of the second seal one, saves Levy, yet he can't do the same with second seal? He gets shocked after getting hit by a few of the curses, but tanks it. When he found out Levy faked the mask and blocked the particles, Gajeel went running after Bradman, no special nakama, just went running at him and desperately tried to hit what he couldn't hit. Is that supposed to make Bradman stronger?

Gajeel was under a pile of skulls, does that mean Gajeel's finished right there? He somehow escaped Over Skelter, so I assume he can get from under that rubble himself if he was alone. Levy just made it really easy.
