I wonder why nobody is metioning Kouda? I mean the ability to controll animals seems pretty useless half of the time. Atleast tail dude can still use tail combat and navel laser can still attack. But Kouda ehhhh...
Controlling animals can be pretty useful. Even in the city there are usually birds around, insects for sure, and housepets. There is also the fact that humans can be counted among animals, which could be Kouda's end game. The only limitation he was given was artificial animals couldn't be controlled.

Still maybe he has some unlocked pontetial but I'm still Kouda for worst. I dont think he can controll humans because if he could he could have just controlled present mic during the teacher vs student arc. Who knows But i dont really think Tail and navel laser are the worst. They have functionality they just need to find out the best way to use them.

No way Kouda has the worst or even a bad power. It has so much potential, you just have to use/unlock it.
Jungle and ocean are obvious cases. But the dealbreaker are the insects. Insects have that much biomass on earth.

In his case I would take millions of bees, hornets, ants, cockroaches, spiders, flys etc. with me. They can even clean up everything for him.

And all the venomous animals! Birds watching you. So many possibilities.

He just shouldn't be afraid of insects of course... :facepalm
And I for myself would feel bad if villains kill all the cute pets like rabbits etc. Well insects is the way to go.
He should be more like this:

And Dekus mother? Attraction of small things? Also some wasted potential. Just let bullets and small knives fly around. Well repelling or complete controlling would be even better. Maybe she could have trained it.

Maybe that's why Horikoshi made him afraid of insects.

Hmmm... Now that I think about there no really bad quirk. Each quirks has their own way to be utilized. I was too quick to judge Koudas quirk. I mean Mineta seemingly bad quirks is actually a great capture quirk and because of Minetas small stature he can evade attacks alot easier. Kouda can use masses of insects and birds( I dont think people would appreciate him using house pets) and with his brawly figure he can pack a punch too. Aoyoma's navel laser can become a great attack type quirk if he can learn to supress stomach aches and maneuver it efficiently. Oijro can pack a real punch with his tail if he train it enough, may seem simple but strength can be key with his. Hakugure can possibly learn more combat like aizawas or Kemi(Toga) to make up for her stealth quirk. Hakugure can easily annoy the crap out of villains is she can learn boss hand to hand combat techniques to go along with her quirk. Kaminari can build more resistance and voltage and Ochako can increase her weight limit to pack a punch. I guess each quirk can be useful if we utilize it right. Now i can see how useful Kouda's quirk can be. Thanks for that graph and explanation really informative.

The worst quirks have to be Kousei Tsuburaba's "Solid Air" and Snipe's "Homing".
The "Solid Air" breaks with one punch as seen in the sports festival.
"Homing" needs a gun to fully work. No gun, no quirk.

Eh, Solid Air is can most likely be strengthened through intense cardio exercise. At the very least, it could have an incredible surface area. It can probably be weaponized given how it shattered and still had sharp pieces falling. Fragile, but it could be worked with.

Was Homing ever limited to just bullets? If not, I can see it being incredibly powerful. Anything he throws could be homed in on a target. There was a character in Yu Yu Hakusho who had a similar targeting ability. Yusuke only escaped because the dude didn't like using guns to start with and Hiei is fast as hell. He'd sent stuff like rocks, knives and even a driverless truck.

I still stand by my Tail opinion though. Sure you can stregthen it, but in the end (no pun intended), it's just a fifth limb. By that point, you might as well just have Dupli-Arms.

I also love what the author did with Transparency. Light can be reflected through Hagakure's body, so there is so much she could do with that. Depending how much she can influence the refraction, she could very well be capable of creating small scale optical illusions.

We don't know the specifics of Homing but the ability you are describing is similar to one of Ketsubutsu's students(though we don't know the details either). I think Snipe can probably alter the trajectory of anything he throws but has a weight limit like Uraraka.

It seems all quirks come with abilities to "level up", therefore each one has its potential.
More specifically talking about the Tsuyu. Development of her quirks gave her camo/invisibility? What's next, transform into a tadpole and get a tail attachment?
As for the ones we've seen so far, All for One and One for all. And maybe that quirk stealer dude

I can see Tsuyu getting poison secretion sometime down the line.

That would make sense. The Quirk developments are almost akin to One Piece devil fruits.
It really is all up to the creativity of the characters (and the author of course)

She has it already but it only stings. At least it was like that at the beginning of the series, who knows how powerful it is now.

Ah, I don't recall that, but, yeah, since she has it it'll probably be stronger.

Explosion, Frog Form, Dark Shadow, Blood Clot (Stain's quirk), Ectoplasm's quirk (forgot the name) are some of my favorite. Mineta's and Aoyama's are the worst ones flat out.

The manga has taken a few liberties regarding what humans can achieve purely on physical and martial prowess but I still think the physical limitations of a human are heroes' biggest limitation when it comes to heroing. Sure, humans in this manga can achieve impossible things through sheer martial training and that allows them extraordinary feats when using quirks. But that doesn't mean heroes whose quirks enhance them don't develop this martial prowess. The physical capacity humans can get in the manga merely allows them to function as such. Imagine someone like eraserhead or stain but instead they were limited to what real life humans can accomplish physically.... The great eraserhead would be foiled by a 4 meter jump which he landed less than perfectly and caused permanent damage to his knee. And even then, people whose quirks do enhance them in some manner still have to develop their bodies in the same manner as people who are not enhanced by them. So the physical prowess normal humans can have don't really make up for this. There is also the issue that plenty of quirks aren't actually mor useful than a gun. With that in mind, I think the strongest quirks around are the following:

Frog form: Realistically speaking it's a perfect quirk for heroing. It gives the user enhanced mobility, increased reach with that tongue... I am not so sure of how having frog bones plays out into the strength (can she jump like that because her legs are unusually strong or does her bone density make up for that somehow) here but at least the speed the user can achieve should be significantly higher than a normal human could ever hope for. If her jumping capacity relates to strength then even now she basically has super strength. And by any logic she would be able to take significantly more damage than a normal human could. It's no OFA but enhanced speed, mobility, strength, range and endurance makes up an incredibly powerful quirk. The quirk won't really stop a bullet but at least it would be really damn hard to hit.

Dark shadow is quite spectacular as well given how it was recently used. Using it like an armor basically gives tokoyami all the benefits of having an enhancing quirk while also taking advantage of his shadow abilities. If he can ever use the power he used during the villain invasion of the camp them he will be a beast and easily a candidate for number 1 hero. Heck, it's plausible the shadow might even stop a bullet.

I would like to rate explosion or fire and ice higher but for the most part they provide little in terms of enhancing physical capacities. Which means that someone whose quirk enhances the user to beyond human levels would be capable of taking these guys with a single good attack. To put what I mean in context, imagine the fight between allmight and AFO. Allmight took an attack which sent him flying through the city like a champ. Would literally anyone else be able to do this? I sincerely doubt it. Endeavor would get have likely turned into a bloodstain far into the distance in the same scenario. Granted that either explosion or f&i can be used to compensate for a lack of enhancement and ice can be used as an armor but even that is far from perfect. Have frog form jumping at full speed at them to punch them and either would be out in that moment (assuming comparable base physical capacities). Also worth noting, either of this guys cannot deal with a gun. The most they could do is move around... Perhaps ice could put up a wall thick enough to stop a bullet but that only works if the user puts up the wall faster than what he is being shot at.

As for the phasing quirk, I am going to give it a low grade all around but there are a few things worth noting about it as well. It does not give the user any enhance strength or durability to speak of for one thing. Meaning anyone superhuman can potentially defeat him in one hit. For another thing, he does need to keep parts of his body solid for practical purposes like not being naked or perhaps even not phasing through the ground when he is trying to punch someone. But that only means he leaves bodyparts exposed to potentially superhuman damage when fighting. Perhaps something worth considering though is how fast he can phase through stuff. If he can swim through the ground for instance and do so at superhuman speed then his quirk would actually be incredibly useful. I still would not have him in the front lines but as a spying or sneak attack quirk it would be fantastic.

The electricity quirk has about the same potential as explosion or f&i but the same, if not more limitations. Given that it is electricity though perhaps it could work as a replacement for a gun. it's would hit much faster than bakugo's or todoroki's quirk.

The muscle enhancement quirk midoriya faced remains one of the stronger ones we have seen altogether. It is basically a lesser version of OFA.

Hardening is very good as well. It doesn't do much in the speed department as far as I can tell but the enhanced durability and strength it has makes it ideal for the front lines. Bakugo did win against this but not because his quirk was innately stronger but rather because he was the more skilled fighter. Or to put it another way, kirishima is a jackass. All kirishima has to do to beat bakugo at this point is improve his technique. I am not considering gadgets here though.

dental manipulation is IMO incredibly powerful. Clearly fast, grants a form of defense, grants a practical way to attack (impaling your enemy with teeth from a distance). Granted that it wouldn't be much use against a hardening quirk though. It's just teeth after all, if the quirk it is fighting has something that can resist teeth then this is over at least in that regard.

Now, this is not to say other quirks are useless. I am just considering this in terms of battle situations we could see in the manga. There are plenty of quirks which could be incredibly powerful in different scenarios while in the same scenarios the ones I mentioned would be useless.

I agree fam @kkck if I had a quirk I would want something like frog form or dark shadow cause they are the more heroistic quirks in the series (so far for me). Just cause you can physically and mentally work on them to increase the aptitude of it. Tsuyu and Tokoyami working together was no fluke

Non-humans seem to be the strongest villains, but never the strongest heroes.

Sludge Man from chapter 1 could take over other bodies, escape in every way he wants, overpower multiple pro heroes and only All Might could stop him.
The Headgear Villain from chapter 13 was at least 3m tall, super fast, super strong, overpowerd multiple pro heroes and only All Might could stop him.
And there is still the villain from chapter 59 who is as buff as All Might. I'm sure he will be another villain who nobody but All Might could stop.

On the other hand the only famous non-human hero so far is Gang Orca as the #10. The non-human students don't have any amazing accomplishments and i can't see how this will change. Tsuyu couldn't even overpower or escape Toga at the camp and Kouda and Shouji never placed in top spots or did anything worth of mention.

I actually wondered on that too, about non human vs human quirks. Body modification quirks seem like best quirks for the long run. Tsuyu for most op character in MHA at the end of series.

Tsuyu for most op character in MHA at the end of series.
I don't think Tsuyu will be anywhere near the top of OP characters. She is just a frog in human size and her achievements aren't outstanding. Plus she is pretty much useless every winter.
