Overhaul work on things too. Which makes things a bit more complicated.

Smartness is not actually a factor, since all characters and quirks can be useful depending on how smart the author is: Just look at Luffy in One Piece. Made Mr Fantastic a dumbass.
For a common villain I'm pretty sure they'd only know how to one hit kill people/things and thats probably about it Overhaul is a smart character as he probably took the time to learn the ins and outs of his quirk. It doesn't work on air thats one thing elasticity has over overhaul which is why I place it above overhaul as its more versatile the overhaul as a quirk.

It doesn't work on air thats one thing elasticity has over overhaul which is why I place it above overhaul as its more versatile the overhaul as a quirk.
You could say that about any Quirk though, to be fair. Even something like All For One - in the hands of a dumb common villain who's only interested in strength, it's not that special. In the hands of AfO, who's figured out how to combine all types of Quirks for all kinds of effects, and has the sense of judgement to decide which Quirks are worth taking for himself or Tomura, it's made him one of the two strongest people to exist.

In Overhaul's case, he's good enough at using his Quirk to use it capitalise on its versatility and enhance his own body as well as use the environment. Same with Gentle's elasticity. A less intelligent guy wouldn't use it nearly as well as he does.

Even if his streght levels could theoricaly raise to impressive level, it is still a quirk mainly designed for fighting, while being dependent on a time limit AND a external source that can be stolen, broken, or even poisoned. Heck, he could be holding a rock, time out and be crushed to death

What I think we should keep in mind is the overall aplicability of the quirk in Hero situations, which are not only combat, but also of Recuse, Relief, and Invesgation, among other things.

As such, I think that outside of AfO and OfA, I´d say Uraraka´s is the most versitale while having fewer to none drawbacks (I was thinking of 13´s, but hers in combat = kill oponnent)

Thats giving way more credit to zero gravity then I think it should be given yes it has few drawbacks but the ones it does have can lead to a pretty high mortality rate for the user/another individual. I personally think that most quirks that need a trigger for the quirk to actually be used is pretty low on the usefulness scale as it is but one that has a secondary draw back like Zero Gravity does leads it to be even lower since if the user passes out from the vertigo/motion sickness or other means of loss of consciousness then any person/object effected by the quirk will be undone and cause major damage or even death.
Out of all the quirks in class 1-A I'd rank them in terms of quirk potential for rescue and combat leaving out the user of said quirk like this

---- Gap of usefulness more suited to one kind circumstance (i.e. Combat/rescue) ----

Invisibility is a great quirk against villains, just approach them and poke them in the eyes. Would need some training so she would be agile and fast enough for the task, but no big deal. With the proper training she can just hit them on the throat or male villains in the balls with the power to make them pass out. Or carry a small needle with sedative within her toes, probably nobody would notice it moving pretty much on the ground. Also now she can blind people as well. Plus great for any kind of stealth mission and hostage situations, as well as information gathering.

As of now, Manifest is my favorite. It is powerful and very versatile.

I would separate the class 1-A quirks into tiers, but I'd like to preface this by saying I think Mineta has the worst quirk, not Ojiro. Quirks in each tier are in order
S Tier: (Could be a top 10 pro hero) OFA, Half and half, Zero Gravity, Explosion (if he doesn't kill everyone he tries to save because the user is Bakugo) and Creation
A Tier: (Top 50 heroes) Dark Shadow, Hardening, Frog Form whatever, and Acid
B Tier: (Top 100-200ish) Engines, Ani-Voice, Earphone Jack, Dupli-Arms, and Tape Elbows,
C Tier: (Pro heroes but not too noteworthy) Invisibility, and Sugar Rush
D Tier: (Sidekicks) Ojiro, Navel Laser, and Electrification
F Tier: (I hate everything about this character and I wish they would've given us one of the cooler side characters instead like Shinsou, Kendo, Ibara (Note: Ibara was apparently supposed to be in 1-A so yeah all the more reason to dump this midget nuisance)) Mineta.

Reasoning
S Tier: One for All is originally All Might's quirk, and with less than a year of experience Midoriya has gone head to head with various powerful villains and he has caught up significantly to his peers who have had over a decade to master their quirks. Todoroki's Half-Hot Half-Cold just has extreme raw power, having all the combat and rescue potential of both fire and ice, while significantly reducing the drawbacks of having only ice as demonstrated in the Sports Festival. Zero Gravity has great potential for enhancing one's normal combat potential, reducing enemy combat potential, and it has great rescue applications as well. Explosion is just INSANE. The raw combat power is unbelievable, and I believe that alone could make him a top 10 hero. Creation has by far the most overall potential depending on how it is applied but since it only makes things, combat is limited to the user's natural physical ability and what they can make on the fly. Rescue is great assuming there is no threat from a villain and they can (probably) take more time to create things.

A Tier: Dark Shadow is extremely close to being a top 10 hero for me, but it seems that getting better control in darkness could take a lot of work and it's a big weakness for combat and rescue (Like Tokoyami would be like #11 Hero for me). Hardening has mad fighting potential and rescue is somewhat above average with the increased resistance to hazards. Frog Form is a great jack-of-all-trades, but that's all I can see. Nothing too exceptional in any heroic application. Acid might be something I'm overestimating, but I feel like Ashido could turn into an amazing hero. She's very athletic and she can be a lot smarter in combat than she tends to be, like in the fight with Aoyama at the Sports Festival, and her quirk is very strong as a weapon and a path-builder for rescuing people and removing problematic hazards like fallen trees and rockslides

B Tier:
Engines is close to being a top 50 quirk but I feel that the general potential is limited by the nature of Engines being Engines. We see in the Stain fight that not only can the Engines stall out from damage or rough contact (kicking someone/something) but they can also overheat and fail to function in that regard. I believe I severely underestimated Ani-Voice, because rescue potential is pretty top tier, recon potential which is only applicable for a few of these quirks is nearly unmatched, and combat potential can be pretty good depending on where you are. If Koda focused on rescue primarily, but did combat missions in more animal-heavy places, I think he could be very popular, which is how you'd get top 50, 10, etc. Earphone Jack is a strong quirk for combat and recon, with combat potential we will likely never see due to the prospective brutality of it; What I'm thinking of, is the Exam Fight with Present Mic, where Kyoka plugs into a rock, and shatters it with her Earphone Jack. If that were done to a villain. Not pretty... Dupli-Arms is yet another case of above average combat and rescue potential, with the added capability of reconnaissance. I feel like Sero's Tape Elbows are pretty overlooked. He's like Spiderman, but with tape. I'd wager that he can essentially do anything that Spider Man can, so that entails good rescue and combat potential.

C Tier: Invisibility has okay combat potential because of how every attack can be a sneak attack, and recon potential is top-tier; however, rescue potential is probably slim to none. Sugar Rush has decent combat and rescue potential, if Sato has sugar. If Sato has no sugar or runs out of time, he's like an average person but extra dumb.

D Tier: Prehensile Tail makes Ojiro kind of like a slightly superhuman martial artist, but that's about it. It's extremely dependent on the natural physical ability of whoever possesses the quirk. Navel Laser is okay for combat, but it lacks in any other regard. Less risky than the last quirk in D-Tier, but not as good as Tail imo. Electrification has a lot of risk for collateral damage, no rescue ability, or any other application. also Denki is totally the traitor ;p

F Tier: Pop Off is the worst quirk both in terms of design, and as a heroic ability. It's entirely reliant on winning fights early or people not knowing what it does. The adhesive property is also limited by Mineta's health so if he sustains any significant damage early on, he's fighting an uphill battle. Aside from limited combat and rescue potential, it has no extra applications like recon. Also I just hate Mineta so much and I wish we could trade him for like any other student except like Monoma.

How is pop off the worst quirk? It has its uses for rescue situations like reinforcing things so as to not move for a while, its useful in restraining villains which is what a hero is supposed to do, and it has it's uses in recon the user can stick to walls/the roof much like Spiderman does. Sure the quirk has its issues like you said with it being dependent on Mineta's health but that only really effects how long it stay sticky their still pretty durable and it doesn't take them long being sticky so long as your able to render your opponent unconscious fast enough its a pretty useful quirk overall. Mineta gets alot of flak for how his character is, he personally doesn't bother me, but thats no reason to say that his quirk isn't top tier just the user not being the best. Tail, Sugar rush, ani-voice, Zero G, Navel laser, and electrification I'd argue are much worse then Pop off.

What do you guys think of Hawks's Quirk?

Is he the first one with a Mutant type Quirk who doesn't really have an ability like Hawk: Can do anything a hawk can do?

For me Hawks' quirk is a better looking and more versatile version of Meatball-Senpai's quirk. Hawks' feathers are a part of his body like Meatball-Senpai's flesh, both of them can control it with their mind over a certain radius, the feather's have the ability to move people or hit them while the flesh can only transform people into meatballs, but the feathers flying around doesn't look as disgusting as the flesh.

What do you guys think of Hawks's Quirk?

Is he the first one with a Mutant type Quirk who doesn't really have an ability like Hawk: Can do anything a hawk can do?
I'm slightly confused by his quirk does his wings have a bone structure to them or are they just the feathers.

For me Hawks' quirk is a better looking and more versatile version of Meatball-Senpai's quirk. To be fair, Shishikura is still a student so his Quirk is not as developed, but it lacks the ability to sense things that Hawks has, Hawks's wings are also strong and flexible. For offense I'd say Meatball is better though.

No bones, they are feathers attached to his back and shaped like wings when they are complete. That's how I understood it.

Worst quirks would like sugar rush. While endeavors fire ability ranks top. Simply said if you run out of fuel for your quirk it becomes useless. Same for the ability to control animals. Nice and dandy but lets say you confront a villain inside a big building. Apart from goldfish in the fishtank...

Endeavors quirk has more versatility thst it demands only his own stamina.

Top quirks would be like dark shadow. Which is controled but. Not linked to intake of substance or reliance on stamina.
Invisibility Toorus quirk also ranks there. Though little is known about it.

All it takes is a cry for help and a swarm of filthy rats and roaches will crawl out from every corner to lay waste and grossness to your enemies. You think endeavor can burn away every rat and roach in a city? Not even the concrete controlling quirk is as useful within a city.

Eventually quirks also rely on its user. If the user is taken out so is the quirk. In your scenario. Rats would take time to gather while Endeavor would just scorch the few in front and take the guy out.

Sorry but it is the same typ of handicap any manipulation quirk has. The ability to make and crewte fire outweighs the ability to manipulate fire.

The concrete guy’s quirk is extremely useful in a city. It was literally said right after his quirk was explained.

Stamina matters for every Quirks. What makes the difference is how good the person is with it. It's also worth mentioning that the kids's bodies and Quirks haven't matured yet so they can't use it at their full potential, some updates about the way they work are even possible. Deku is an exception but he has to limit the amount of power he can use because his body can't support it.

Worst quirk: that girls from the license exam, who could pull her head and limbs into her body, like a turtle.

like wtf is that good for? let alone as a hero, on any field of life...guess she can travel as a luggage?

if that girl manage to be a pro hero with such a crap quirk, she must be more skillful as far as human abilities go than Mirio..
