As the rules say, 20 players means we should have exactly 5 mafia members among us:

Lastly, the numbers of Mafia Members depends on the number of participants!

• 7 - 10 = 2 Mafias
• 11 - 13 = 3 Mafias
• 14 - 17 = 4 Mafias
• 18 - 20 = 5 Mafias
• 21 - 24 = 6 Mafias
  etc.

Which means one mafia member every five players. Not counting any third parties that could be present - which, as I understand it, Gry is fond of sneaking into his games.
