For natsu and lucy it will happen but with time, lucy saying to be envious of the relationship of gajeel and levy.

So she wants to be a couple.

She thought that natsu would kiss her or tell her something romantic, but that's natsu so her would not look like XD.

The I love you will come from lucy or natsu will do as an indirect way haru.

That's what mashima could have done.

Lucy stuffed kisses natsu and believe it's a dream, but natsu tells her not.

Lucy is shocked, but natsu tells her it's okay because they can say it to asuka.

Lucy is bothered and explains quickly do that couples are doing this.

And natsu innocently asks lucy, if it puts her in a relationship with him.

Yes, after reading a V2 in vf, it can be said that it is indeed like haru, of a request in indirect marriage.

He says "" they will always be together now "", knowing that lucy is envious of the relationship of levy and gajeel who are in a couple.

So she also wants to be couple, so for them as for erza and jellal her will be done but with time.

So if lucy marries another guy and has children, they will not be able to be together anymore, she will do as shelia and rem do, she will move and live with her husband and will not be able to go on mission with him anymore.

But the '' I love you '"will come from lucy no natsu would not have it to say it XD or so in his way like the XD.

But also apart if mashima shows it in a spin off, we will never see how it is done between them, it's a shame.

But we will see the children, I hope, as in rave just 1-2 chapter it suits me.

also think Natsu ain't that good on expressing his emotions like that stunt that he pulled by giving Lucy a letter instead of facing her in that kind of situation Natsu is abit of a coward.
The best way for him to show his emotions is by action and consider what he said to Lucy in the final chapter saying we'll be together forever is pretty much a confession well his way of confessing

The director ain't Mashima tho, The voice actors aren't Mashima. There was an old interview of Natsu and Lucy voice actor discussing their future relationship in the story. Natsu's voice actor said that she is clearly in love with him and their development will grow larger by the time. On the other hand, Lucy's voice actor denys that. Their words have no weight and shouldn't be considered canon whatsoever. It's Mashima who control everything and his words should be considered canon. Let's wait for his comment regarding the ships, I think his next afterward or interview will holds many answers for the fans.
