1. What does Oven Mean when he says...
"You've betrayed our queen!"?

I get that BM is the Queen of Tottoland, but for her son to refer to her as queen doesn't seem just right, might be foreshadowing that Tottoland is darker than we think.

2. Will Luffy be Yonkou Commander level by time Wano comes around?

With Wano 2 years away I think it's time we started addressing the power of the characters for this arc. With Luffy wanting to surpass Katakuri. I have to wonder how he will be after this battle In terms of power. With him already wanted to learn Future seeing observation haki I guess he will become stronger. Because despite the fact that he neat Doffy I still see Doffy as the stronger fighter. Cracker is a different story.

I don't get your point in the first question. Clearly oven is talking about big mom. There is nothing that odd about them referring to her as queen. At worst I would argue that he should have referred to her as empress considering big mom is a yonko though.

Wano? The way oda seems to be setting stuff up suggest he plans on luffy getting such an strength upgrade within a very short term and it will be at least enough for luffy to match katakuri blow for blow. That would put luffy at least in the same league as marco and would also finally put luffy's strength as a legitimate threat to a yonko. Honestly, I would have prefered the more gradual approach to luffy increasing his strength and allies but it seems like oda intends to speed things up a bit.

1 - There's nothing too special about it, this scene just shows how much Big Mom is respected (or feared).

2 - Luffy is surely on par with Yonkou Commanders already. What makes Luffy still get all that damage is his fighting style that is no holding back + taking risks, so he gets more hits but still has the power to keep up. The Cracker fight shows that his huge deffense was tanking G3, but G4 broke through his haki so I say they were at least at the same level but since Cracker's DF could create as many soldiers as he wanted, he let them take any damage he would be taking instead.

Now with Katakuri we see that Luffy was taking a lot of hits, yet none of them did enough damage and in his "base form" he was still ok and avoiding the attacks and once he got an opening he did land some legit moves on Katakuri, also he is still in condition to fight again e he is coming back.

I think it's clear that he is on the level and still getting better.

1. As Oven explained, he could forgive Chiffon for betraying her family - but not for betraying the country.

2. No. Oda already mumbled in an interview that Kaido seems invincible and he has to find a way for Luffy to defeat him that doesn't rely on strength.
