Perhaps, though there are safety measures to make the hinges less exposed, or secure even if they are.All hinged doors open inwards in my house, except for closets/storage. They all open to towards the outside.
The reason exterior doors only open inwards here is that way the hinge can only be accessed from inside. There wouldn't be much point to a doorlock if hinges are exposed.![]()

That's actually why the inwards-for-external-doors is mostly a thing for private property. Fire Rescue or Police would have a hard time kicking a front door down that opens outwards as well, for what it's worth. It's usually the opposite when it comes to public spaces, if they have conventional doors. On the other hand, doors which open inward are easier to force open by kicking them in.
Jenny said she heard it’s for fire safety reasons, that you should never have to step inwards toward a fire if you’re trying to get out.
