Simliar to ''Estimating Characters'' thread, but given this is an ordinal topic & considers the entire power of a character rather than the numerical value (PL only) - thought it deserves it's own thread.
Top Ten Strongest Characters In The Entire Series)
List takes every character in the series, regardless of death, current situation or state of mind at their most powerful - not strictly on PL, but also considers magical abilities, powers, combat ability and weaknesses + feats.
Example: Meliodas at 3,000 or Elizabeth in her human body do not count, as these are not them at their most powerful forms.

As the Mightiest of the Four Archangels and an unrivalled Goddess in his own clan, Mael is easily the most powerful individual in this series excluding the Gods, given his status of being Meliodas equal, an AA and having the sun blessing which allows Escanor, the weakest character in the series the spot below Prime Meliodas.
I place Mael at 2 because only the Gods are capable of stopping him at 12:00 and even then, I wouldn't be surprised if his strength allowed him to be a small threat to them - ''The One Mael'' is essentially a Demi-God.

10) Merlin
As the ''Daughter of Belialuin'' Merlin is most likely the most powerful & capable mage in the entire series given her arsenal and how it borders on the realm of ''cheating''. Infinity itself allows Merlin to have an infinite supply of magic power which can extend into her casting a spell into reality for the rest of existence, a very powerful magic power which led to the Demon King & Supreme Deity becoming desperate in obtaining. Merlin has also been blessed by the Gods with all secret techniques of demonic arts, immunity to the Goddesses brainwashing (even from SD) and the ability to be able to dispel any dark curse or commandment within existence, with exception to Elizabeth & Meliodas curse (for plot reasons). Having been taught by Gowther himself, praised by him and given the opportunity to finesse + experiment during her 3000 year lifespan has only strengthened Merlin even further.
I place Merlin at 10 because of how incredibly broken her arsenal is and how much potential she truly has if given the opportunity to use it to its full power, as seen by when Chandler & Cusack allowed her free reign over the battlefield. However, whilst Merlin may be a very powerful mage she requires preparation and an opportunity to use her powerful spells in order to defeat her enemy and given how she is physically frail in comparison to other top tier fighters, this only emphasises such a weakness.

As Merlin's master and the creator of the Doll Gowther who is strong enough for the title of ''Ten Commandment'' - Gowther is a very powerful mage and is potentially the only individual to surpass Merlin in the same field of expertise. Due to his strength, Gowther was considered a large threat to the Demon King to the point that the God was forced to take action against him, locking him away within a demonic prison. Gowther has been seen defeating Merasculla within a single moment and considering himself capable enough to defeat Zeldris, but at a large cost of his magic resource. Later on, we see Gowther cast a forbidden spell capable of altering every single individual's memory to the point of forging an event of the Four Archangel's ''Mael's death'' that even the Gods could not resist or undo for over 3000 years (+ million for DK)
I place Gowther at 9 because of how powerful his magic is - Invasion itself is extremely threatening and allowed Gowther the capability of altering the Gods memory, though this was at the cost of his life - I feel like him replicating such a feat in an individual battle against an opponent would be very realistic. However, in similar contrast to Merlin's weaknesses - I believe Invasion's ability is not specifically suited for 1v1 combat and limits the potential options Gowther has, especially when he may be more physically weaker than other fighters.

As the only daughter of the Supreme Deity, Elizabeth is one of the highest ranked Goddesses in the series which has already been express through her position of royalty, relationships to the Four Archangels & wings - who are only inferior to Mael & SD. Elizabeth's strength specifically specialises in her magic, which is undoubtedly the most powerful in the clan with the exception to her mother, given the feats of power & versatility highly surpassing even the members of the Four Archangels. Elizabeth's insane magic was shown when she was capable of taking on Indura, beasts who easily defeated Ludoshel, Sariel & Tarmiel with ease. Due to her magic, Elizabeth was capable of saving her allies, pushing back the Indura & forcing them to a state of desperation but was pressured herself, eventually stalemating the tug of war despite it being a 1v2 - but with a small power boost from the Four Archangels (magic who had 0 effect before on weaker Indura) were capable of giving Elizabeth the power to fully purify the Indura. Despite Elizabeth's greatest feat, the mightiest of the ''Four Archangels Mael'' praised Elizabeth's strength and even compared her power to himself, Ludoshel & Meliodas - other top tier fighters.
I place Goddess Elizabeth at 8 because how powerful her magic is, being unrivalled by anyone besides her mother in the clan due to its insane strength & versatility. Despite Elizabeth's peaceful attitude, she is able to rival and stand among the top tier ladder of the series in power and is able to perform feats which the Four Archangels cannot. As the Leader of the Four Archangels, Ludoshel already stands among the Goddess Clan as one of the highest ranked members, capable of great feats & power - specifically, Ludoshel's physical & magical strength are both powerful, even though he was incapable of damaging Indura, he was able to receive many hits with little damage which is only emphasised when Sariel & Tarmiel were taken out of the fight with one attack. Whilst Ludoshel's magic may not be on par with Elizabeth's, it is still superior to Sariel/Tarmiel/Mael which is only strengthened by his remarkable physical strength. His most notable power is his blessing given to him by the Supreme Deity, capable of allowing him to move at astounding speeds that almost every character cannot respond to, which only allows his combat ability to excel in battle.
I place Ludoshel at 7 because of how well-rounded his abilities are, he doesn't specifically lack in any area of battle (physically or magically) and is capable of dueling at insane speeds that most cannot match with. His strength is only highlighted when his hatred of demons comes into play, allowing his blade to not be dulled, unlike Elizabeth in comparison. However, whilst Ludoshel is extremely powerful and has great combat ability, I personally feel that his strength isn't on par to other fighters in ONE specific area, like Elizabeth in magic, or Meliodas in physical strength, or Zeldris in speed. As the current Fairy King and strongest ruler of his clan of all time, King is already capable of great power - with the ability to become strong enough to contest other fighters - most known 4C-Mael. King's Chastiefol is remarkably poweful, allowing him to summon great configurations of different power & strength. But, with King's recent power he is capable of summoning multiple configurations at once, allowing him to heal, defend & attack at the same time which is insanely broken.
I place King at 6 because he is insanely magically powerful, capable of summoning Guardian & Pollen Garden for defense and other variations for attack. However, King's biggest weakness comes with his reliance on his magical power, meaning he is physically frail in comparison to other fighters and may be easily defeated with someone specifically stronger against magically fighters (e.g full counter users).

As the second son of the Demon King, representative & member of the Ten Commandments - Zeldris is already one of the top tier demons, being remarkably powerful and capable of fighting other top tier fighters and making them easily submit. Most notably, his magical power of ''Ominous Nebula'' with the combination of the Demon King's magic allows him immunity against any magical attack and a resistance against physical attacks which requires strength of ''The One'' level to surpass. Such powers, allows him to easily outshine Ludoshel's speed, Merlin's magic & even Escanor's ''The One'' for a small period of time.
I place Zeldris at 6 because of his incredible magical ability, allowing him to duel levels of ''The One'' strength for a small period of time and fight against magical-specialised opponents without issue

4) Escanor
The Lion Sin of Pride with the sun blessing from the Supreme Deity is capable of fighting other top tier characters to the point of one-sided annihilation. His ''The One'' form was able to swiftly defeat Meliodas at 142,000 and overpower Zeldris in his Ominous Nebula, despite such power being able to render even Ludoshel helpless.
I place Escanor at 5 because of ''The One'' form is capable of easily overpowering other top tier fighters, placing him high on the list. However, because of Escanor's body being incapable of withstanding ''The One'' without damage & his weakness to night - his power is highly specialised to a certain part of the day.

As the Oldest Son of the Demon King, heir to the throne & equal to Mael - Meliodas is undoubtedly insanely powerful. Meliodas arsenal itself allows him to be effective against magical orientated fighters & physical fighters but with the original magical power he has, is capable of hurting the Demon King to a large degree whilst off-guard.
I place Meliodas at 3 because he is simply too powerful to argue against, he has no rival in his clan and is essentially at the top of the ladder of the top tier fighters in this series and has the potential to surpass even the Gods.

As the Gods & Leaders of each respective top tier clans, these two are easily the strongest characters in the series and are unrivalled by anybody besides each other, easily killing the Goddess Elizabeth + Meliodas whilst placing curses on them which requires Meliodas to absorb the ten commandments in order to dispel. Even at 50%, these two are far above anyone else considering the feats they have (e.g SD creating sun blessing) and them being at 100% is even more threatening.
These two are the strongest in the series because they are unrivalled by anyone and are ''God-like''.
