Hopefully its not too edgy but I'm happy that its not modern setting so we can potentially get good adventure and world building. Been craving that for the longest.
Seeing how it goes now, I wonder if Shueisha will give a chance to ne0 until April aka the next round. They did give chances to multiple newbies before like ST&RS, Medaka Box (it was supposed to be axed but Wasshoi Waji Mania took its place at the last moment despite Medaka being dead last for multiple issues), Asklepios (generous run in being the bottomer where it could have been gone along with Chagecha and Bari Haken in 3 for 3 newbies, but they saved this one), Stealth Symphony (they easily could have launched multiple newbies but chose only to axe Tokyo Wonder Boys and launch only Hinomaru, something they almost never do unless it is a miniseries).
I think he should pair himself with another, better author/writer. His art is actually good for a newbie (maybe not?), especially for drawing the characters (lots of good shots with ne0, and last chapter had really good drawings of the cars in motion).

Medaka Box was hardly made by a newbie. Isin at that time already wrote Zaregoto, Monogatari, Death Note novel and many other things. And he was basically a big name to be there as well so that also helped for the series to remain. Of course, he was new in manga afaik but he already was known out there and had a name.
In addition to Medaka Box, Stealth Symphony was also written by a veteran very successful LN writer.

Although I don't know if you can really say Stealth Symphony and Asklepios got extra chances like a series like St&rs did, with series that end around ch 20 they're only surviving one extra batch which is probably just circumstance more than anything else.
I imagine at that point, rather than getting an extra chance, it's either they didn't have an extra new series lined up that batch or they the series had one or two rankings that weren't completely awful.
Boku no Hero has restrictive settings.
Innovation of the setting in BnHA is very difficult since it is set in a realistic cityscape of Japan. The previous large arcs have occurred at... a forest. A generic city. A traditional Japanese mansion. A construction site/forest. And at a school training ground designed like... a city. In Boku no Hero, you can't suddenly explore Alabasta or discover soul-infused food in Tottoland. You're stuck.
Also the series consists of arcs away from and in a base (like early-ish Naruto). And since the "base" is so small (a school) and not an entire village, there's almost nothing to innovate there. This would be fine if Horikoshi could write interesting school arcs or meaningful low-key character interactions. He can't.
Also another restrictive setting is abilities that stopped impressing the readers. Unlike Black Clover or Kimetsu no Yaiba or One Piece or Hunter x Hunter, abilities aren't like a theme, they are like an RPG skill that you can put points into and maybe there's a tiny skill tree. Todoroki's ice can get... more icy. Kaminari's electricity gets... more volts. Deku's punches get... stronger.
From what I know and see, My Hero seems to want to bound itself to the central lore it focuses on which is Superheroes similar to Naruto with Ninjas. Perhaps the author didn't want to set it in a high fantasy setting. Because he would have to fill in the gaps and didn't want to do that(I don't know lol)
But yeah OP is a light hearted high fantasy adventure so it's expected to have this over it. Where it can have everything from Angels, water spirits, to gag beings like pandaman. From Giants to talking food etc. Even the SHs are themed in different lore and themes(Nami - Witch/magic girl, Franky - Mecha etc).
Perhaps MHA has no plan to do stuff like that. From what I have heard. MHA isn't trying to be big and grand like OP, and HXH. But seems to want to focus on just the characters journey to becoming a super hero similar to Naruto with Ninjas(early Naruto). Maybe doing that stuff would have been to distracting.
"...since Higuma can always have an underworld arc" How does this relate to anything? Bleach had not just an underworld/Shinigami arc (and Hell arc in the movies), but also a Quincy-world arc. Did having a Quincy-world arc vastly improve Bleach's settings, with a new, innovative, interesting to read about and discover world? So far One Piece and Hunter x Hunter don't got no underworld arcs but they're still interesting as fuck. Dark Continent, Wano, etc. C'mon man use your head.
Funny I was thinking something about this.. Can't speak on HxH. But for OP we prolly def getting a underworld or at least a heavy supernatural arc. We have had tons of supernatural moments in the series(Haki, Voice of all, Kblaturman etc). But I'm talking a real focused heavy one about spirits/soul etc
Wano has alot of supernatural elements and beings connected to it from Cursed swords, Asura(Zoro), Oni, Oars(possibly), Yokais, got Tengus. And of course Zoro(whether he's connected to Wano or not it will involve him heavily), which the nuance of him as a character is connected to the Supernatural/demons etc. So we might get the "underworld" arc here.
Hell we all know Komurasaki ain't dead this is OP. So something gotta give. Either that was an illusion. Or some resurrection Gon happen
