I have similar feelings about Yozakura.Yozakura to me feels like it's doing the thing where it throws in a bunch of different types of content as quickly as it can hoping one will stick, and it'll follow that genre from vol 2 onwards.
It does have way too many characters though, like do we even need that many siblings introduced right at the start if it's not starting out with a bunch of character-establishing chapters? Just say there's a few away on missions or something and gradually introduce them to the core cast as it goes on. Granted having all the siblings makes for nicer group shots but I forget how many there are even.
It seems the siblings are there just to a group shot, since it is an exotic group. However, the characters are pretty relegated.
That said, I enjoyed most chapters.
