It's definitely not some last minute thing. The last chapter of a series can't be moved so easily. If Tsutsui went to his editors a chapter or two before what was supposed to be his last chapter to ask for more chapters, they'd have little choice but to tell him no as the magazine would have already been making plans for future issues based on the fact that Bokuben would end then. That's not even considering the lead time needed. The deadline for issue #15 would have been right after the current issue went to print. Once #14 went on sale and they started getting feedback from actual paying customers, there'd be no time in which to agree on the plan and make the necessary changes to advertise a continuation. Much less to actually produce the additional chapters.
Clearly it was planned in advance. My major concern is people will ignore the girl who first won and had several chapters of build up and a lot of foreshadowing that she'd be picked, and instead will declare the "canon" winner to be one of the girls who literally get 1-2 chapters crammed in after the fact and no build up by comparison. Which is completely fine in their own mind, but that does not change the girl he ACTUALLY chose. That's all I wanted to be clear.
The funny thing is, many fans argue that the actual winner wasn't built up all that well.
But she WAS built up to, is my argument. For most of the last volume and a half, or so. Unlike the other girls, who didn't have near as much going on recently. I didn't say it was a GOOD build up, I just said she actually HAD one.
She was build up well. The complainers just didn't paid enough attention and just salty their best girl didn't won.

Tbf, it's more like Uruka had the only build-up of all the harem girls involved. Rizu was pretty much a big titty cute squirrel through-out most of the series for the MC, Fumino committed romance suicide by always worrying more about Rizu and Uruka and less about her own feelings, Senpai had 0 chance and while Sensei is sex on legs and all in all a fun and exciting character which got many reasons why it gathered so many fans, she was far too responsible to date a student. That negation alone leaves only Uruka as sole end girl for Yuiga.
All this discussion is making me think is that harem might be an inherently flawed genre on some level.
