It is good because it indicates that the magazine has faith (at least) in this manga, that is because they see a certain good reception. It would be much worse if it starts at the bottom, as that would mean the reception is bad.
Sure, they might be wrong in the end, but its position is a good hint at least.
PS: Mitama Security didn't really start that high (mostly it was on top of the previous flops). It had recently got some high positions, but that has not lasted.

Do you guys think Agravity Boys will survive? It's my favorite out of them with Undead x Unluck.
I'm not too sure how important is it, but Agravity Boys has always been near the bottom on the TOC. Do people in Japan not like it that much, and is that the reason it's near the bottom?

At least for this round will survive for sure, 0 signs of getting rushed/ending like Zipman, it's hard to tell about the overall reception but is very popular with JP twitter, the definitive answer will come in April with the first volume release.

Right now, the magazine will have some series that probably will end in a near future (ones more closer than others) and for the new series the most vital thing to survive is to stay further from the bottom 3-5 and be above the Yuuna line. Thats until the Volume 1 sales that still will take some months to the release.
So, while Agravity is in the bottom, it hasnt gotten such bad placements like Zipman and S8 has got and has being above Yuuna for the majority of its placements, so the series its on the fence from the PoV we have right now without any trustful information.
Twitter buzz is an indication of how it could be performing but you really should take it with a grain of salt with it because it could be only really hardcore fans engaging and is still a small sample of the WSJ audience.
Also, having extra pages could mean something hopeful for the series but still, the series hasnt gotten a CP, which could give us a more brighter view if the series is being recieved well or the editorial has more hope on the series.
