In this moment, we all know Ultear was thinking of killing Rogue, before ultimately deciding against it. I feel like her decision to back out was partly due to a writing trope and her character to have the tendency to think like a shone character.
In reality, however, if these weren't factors to her 'decision', do you think she should have gone ahead, knowing it would save countless lives that his future self was concurrently destroying/ending? Or do you think she made the right choice? Explain if you can.
If killing Rogue actually meant 100% stopping the dragons slaughtering people left and right, then yeah. Even if he's innocent right now, you'd save more people than you'd kill.

it's complicated, you have to look at how the multiverse works, since there are infinite parallel worlds in FT, there could be one where Ultear did kill Rogue, but there would have been no guarantee that Future Rogue would have ceased to exist, even then, fast forward, Sting would have no one to help him in some of their other battles where it require team work or both of their battles together which would yield a much different future.

What happens in the future is irrelevant. Ultear at that point of time could've never known that Rogue is gonna partner up with Sting and they're gonna do some shit and nor did sh e have the capacity to. But she did know that unless she killed Rogue those dragons are gonna wreck havoc and kill millions of humans. It is going to , Future Rogue and the dragons would've disappeared apparently according to the narrative. If that's gonna happen , then she should have absolutely done it. ( Although that creates the grandfather paradox , but well , this is fiction )

Anna would have still disappeared regardless, that is not how time travel works, it doesn't matter when, it does work because alternate timelines can be created, and this is even before the EG's existence or awareness, and there are two EGs, not one

And she definitely got stronger over the 7 years timeskip as well. I'd say she's at least x784 Laxus/Jellal level by x791. I wouldn't be surprised if she's near x791 Jellal, but that's probably just my bias talking lol

As much as I love Rouge, IMO yes.
Reason:
- Everything was pointing to the kingdom falling to Future Rouge and his Dragons. Ultear wouldn't have known whether the kingdom would even survive, as it did later on. The only reason the 'good guys' won, was because Ultear reversed the time where many of the good guys - including Gray, Laxus, Gajeel etc; and even Natsu IIRC - DIED.......showing the severity of the situation
- Life of one guy <<<< survival of billions. And yes, killing Rouge would've made Future Rouge disappear. Her theory of present affecting the future was proven right, when the time machine in present timeline was destroyed. Future Rouge went back to his timeline, and Dragons went back to their timeline as a result.
- Ultear would be still up, fine and dandy. MORE Ultear = BETTER!!
Ultear has no guarantee that such a thing would be possible, she is just using guesses, for all she knows she doomed the entire world, Rogue is actually essential to the worlds safety
You still have to prove that what Ultear says it correct because there is no such information that shows if you kill Some one in the past their future self disappears
