I think Baam's contribution to the tower isn't unequalled power, rather tha spark for change that brings in some new idea. Baam is the first one who is powerful enough to get followers but actively says I'm not your god. Until now, the ones we know of who were uber powerful fell into the following categories:
1. People like family heads, FUG leaders, Kallavan, White etc. who start getting a complex that since they have power, they know what is destiny and what is good for their followers. They become the "Gods" in their head. With Zahard ans the pinnacle of this philosophy.
2. People like Phanta, Enryu, Urek and Evankhell who aren't really concerned with the people willing to follow them in the first place, their goal is like, lets just destroy stuff and get outta here.
Baam on the other hand, actively cares about the people who want to follow him. He wants them to realize that they don't need to treat anyone as god. That he is humble enough to realize events aren't really in his control as much as he thinks. That since he's here, all that's up to him is to do what he feels is the correct thing to do. It's kinda like introducing democracy in a fiefdom. So, I'm okay with him uber powerful or not, because that's really not his purpose.
