A good argument I heard is that the Emperors seem to cause more fear than the Admirals.
Doflamingo was scared of the idea of fighting Kaido, while he saved face against Aokiji, and even attacked Fujitora.
Jack was not afraid of attacking the fleet that escorted Doflamingo, which had Fujitora and Sengoku on it. But Kaido's sudden appearance concerned him.
But these can be explained.
In Doflamingo's case, he was taken out of his frame by Law, while in almost all situations he's the ultimate negotiator. And he knew that Fujitora was forbidden of fighting him.
Jack failed to rescue Doflamingo. Wheater or not he was afraid of Fujitora and Sengoku, he was not strong enough to fight them.
