I think none of us viewers have any knowledge on how some of the TOC decisions work, nor do we see any of the data or behind the scenes info as to how the TOC comes together.
I don’t believe the EIC, or Shuiesha have some personal vendetta against Phantom Seer, and they’re going out of their way to sabotage it for the hell of it.
1. maybe none of the new series are doing “bad”, but some of the other new series are just doing better, including early data from the NEW new series’, and they’re just waiting things out. Even if everything is doing generally okay, something still has to go last.
2. We’ve seen interviews before where authors start series and don’t want to have it going on for 20,30,40 volumes and lose interest in it early on.(Akira Toriyama without Dr.Slump for example) For All we know the writer may want this to be a short story and if it gets “axed”, it was really cause of the writer just wanting to end it.
3. Maybe it’s doing okay, but still doesn’t reach the standard they specifically want for that type of series. Even if it is doing okay, it doesn’t exactly compare to the early success as to some of the modern big current action titles, like JJK, and MHA. A lot of these new hits are just doing sorta average to okay early on. Robocco IS doing worse, but Robocco is gag series, and it seems like they just want some sorta of long runner gag series to fill the gap Kochikama left, after ending its 40 year run. Gag has lower standards, plus it just feels like they’re more desperate to find a gag hit than they are a exorcist battle series.
4. For all we know it could just be down there “just because”, and absolutely nothing is on the chopping block at the moment(except maybe Cop & Dolphin)
I’m not saying any of these reasonings are remotely close to being correct. Just saying that, despite us talking about the TOC every week, and trying to study it, we don’t REALLY know how everything works.
There’s no official break down on how each decision in every TOC is made. We don’t know the behind the scenes workings between each invidual mangaka, their editors, or editorial.
We don’t know how often, or when they tweak their standards for their decisions. And we’ll probably never know any of this.
All we know is the basic “Popular up front, unpopular in the back” info.
Remember we used to see Bleach and Toriko at the end every issue, but other series whose sales dropped still place high up (like Black Clover right now). Only real explanation I see for Phantom Seer is that the polls really are what determines the ToC and it gets barely any votes.
Otherwise the ToC is still pretty uneventful. Sakamoto getting another colour page is nice, but besides that news we have another issue where nobody's infiltrating the 5 long runners at the top. I'm looking forward to seeing how the new series perform starting from next week so that we finally have something to discuss besides Phantom Seer.

You’re right, we didn’t see sales of Sakamoto, build king, Elusive samurai, i tell c, witch watch and nine dragons to see if they sold better than Phantom seer. We will only know the real situation of the newcomers from next week.
There are great expectations for sakamoto seeing that he won 2 CPs, but he also has the possibility to sell poorly and go to the bottom, I think that everything is possible.
But, despite all these chances, at least the publishers could have given Phantom a seer CP in celebration of sales, just as they did with roboko. Or positions outside the bottom, it doesn't have to be top 3, but something more favorable.

As multiple people have stated none of us knows what jump expects for their series. I dont know what your point is. It is why people are wondering why PS has gotten no color page.
PS being last proves Nak's incompetence. I would've had no issues if PS performed like Cop and Dolphin or something and showed zero growth. I'd advocate for it to stay last. But it's shown the biggest VoV growth since Mashle and is selling better than what Yoza/UU did in the same time period.

BC was dropping in TOC's averages year over year. Heck, mid 2019- mid 2020, it had some of it's lowest ranking averages.
The only reason it's up is because WSJ lost 7 series (6 being bigger series) in that year. So whether they like it or not, BC is one of the oldest veterans now and sells more than most other series in the magazine solely because most of them are newbies. BC was otherwise on the trajectory of being placed lower in ToCs.
Had this happened with Bleach or Toriko around, they'd be placed high as well.

I don't think you understand. When a genre have more niche appeal mean it have a smaller market = less people are going to buy it, thus the publisher has lower expectation for it sale. You don't go and expecting an indie drama movie to outsold a blockbuster. No, you pitch it again other series in the same genre. Same goes here, PS genre mean it have wider appeal than a gag manga, thus higher expectation for it to reach since it already benefit from a wider market. For Roboco it probably already meet the expectation Jump set out for it at the moment even if it sell less then PS.

Even a niche product needs sales growth. It cannot just reduce over time.
Sales growth is a sign of popularity, regardless of whether a blockbuster or not.
Even something that belongs to a specific audience needs to grow in sales.
Roboko and Phantom seer grew in sales, but only Roboko was rewarded and that is unfair. Phantom was also supposed to be rewarded.

Why is it only PS that's getting pushed to the back despite outperforming all newbies at the same time period that isn't Mashle or AT and that too with no promotion whatsoever in any form? It just got urgent reprints announced last issue. Why did they drop it to last the very next issue when they can clearly see people want this series? Why is this battle manga getting treated worse than a failed battle manga by the Beelzebub mangaka despite selling way more?
Also lets be real, 10k sales for any genre is abysmal. Trying to imply that 10k sales for gag being acceptable is false and just bending facts to prove a narrative. 10k sales was abysmal 10 years, 5 years ago and even today.

We don't know any of the internal situation, PS just isnt a focus right now. I'd be concerned if it was axed, thats about it. Why spend time on a manga thats already gonna get a massive boost from its an anime because of the excorcist battle shounen when you could try to make a well-rounded magazine.

We don't know much about the ranking process so saying it all due to sale and growth is false. There are other factor beside sale. Could be that the people who read PS don't actually participate in the readers survey. Or they do but they simply find other chapters of other series more enjoyable that week, thus PS doesn't have much vote. Again WSJ is a weekly magazine, so certain series will feel more enjoyable reading weekly and the survey mainly aim at that.

These all have a very simple answer: volume sales are not the only thing that matters to jump.
We know they do reader surveys every issue and we know the results of those polls affect the order of the ToC in a large way even if it's not exact, why are so many people suddenly acting like polls don't matter or even exist? It should be clear by now that, at least in regards to the ToC, sales probably do not matter at all.
