I don't think there ever has been a series chosen for a cover based purely on sales. It's almost always an anniversay, volume release, maybe a circulation number, some special thing, anime annoucment, or just plain 大人気 (or more specifically, as the previous Blue Box cover used: 超人気).

The circulation of Blue Box is high and second volume is already in print. So BB has plenty of reasons to have a 3rd cover.

Just lovely related to it, but maybe we could keep track of users predictions for a series success. At least, after 3 chapters of a new series, we cast our votes somewhere. Then after sime years/series we see who had the best predictions

Now i believe that even Magu-chan can get a new cover in the future too
