For what it's worth, I think I have an explenation as to why Rachel is so weak.
She is an irregular because the Tower approved of her but she is a failed irregular because she failed the test on the first floor. She then lost her rights and privileges.

Some clues:
- Emilie can twist fate like an irregular but Rachel never did it by herself. Hwa Ryun knew she would be on the Hell Train.
- FUG knew that she is an irregular but never tried to melt her into the Thorn as if they knew she was not the right material.
- she had no fate with the God of Guardian while every irregulars met him without even trying.
- Gustang doesn't acknowlege her as an irregular.

So she is only an irregular in name. And one could argue that she is not even a regular ; Headon didn't select her but made a deal.

And yes, I believe that it is impossible to enter the Tower if it doesn't want to. (Unless you are Phantaminum or divine intervention)

Soo, i think maschenny was working with someone that could see future much ahead than of Hockney's ability.
That's why she choose those 3 regular princess, and even choose green April (i think she know Yuri won't have black march at at the agreed bet time)

She is an irregular because the Tower approved of her but she is a failed irregular because she failed the test on the first floor. She then lost her rights and privileges.

When he scremed at her on the floor the door opened by his presence and she took advantages of that then baam opened the door again, so basically she an fake irregular..

To be honest, this has never been confirmed.

It is not confirmed that other people have entered with the 13GW, it is just an assumption, it is not for nothing that many considered the idea of Illarde being a clone of Hana.

Second, if it is confirmed that others have entered as well, there is nothing to say that they are not irregulars, SIU said that the number of irregulars is unknown.

It's okay for Rachel to be irregular, but if Baam is the one who opened the door for her, she's not genuinely one. She can escape the guides' vision, but she is unable to change fate.

Basically, the advantage for irregular is that they are not limited by contract in using shinsu. The problem is she spent years pretending to be disabled, neglecting training. She want to be carried all the way up.

Irregular is not bounded by fate determined by the tower because they are not from the tower. Rachel is not from the tower.

That's exactly my point, Rachel does everything to change fate when in fact her attempts are in vain.

Baam just being present changes the destiny around him, see situation of Yama and the cage in the wall of coexistence.

The more Rachel tries to change fate, the closer Baam gets closer to his fate, this is her role, a supporting player in the story of the great messiah of the tower and her goal is to take his place, but she has failed miserably every time.
