This is more complex than it sounds, we need to know how Rei's shinwonryuu actually works before commenting.

I already think it's possible to keep her in the story without this manipulation plot.

Or, at least it won't work as soon as possible. If Baam was still emotionally dependent on her, in her various monologues, she would at least have had an appearance or mention.

Regardless of how much SIU hates Baam, to me it doesn't make any sense for him to still be manipulated by her.

Don't underestimate what SIU has signalled he will do with Rachel though.
