I mean, ennies lobby is where pirates from scum to yonko would hypothetically get their sham trials and get sent to impel down. You'd think it'd have protection fitting that. Instead most of the people there were scrubs and any pirate that can solo a pacifista would solo the island. Given how the plot there turned out it doesn't make much sense with how the power scaling at the new world works. Rob lucci in the pre time skip was framed as dangerous but he turned out to be rookie level and literally any vice admiral would have one shot two of him.

Totally agree with that assessment. I think Ennies Lobby just benefitted purely from being a WG island. Aside from the SHs doesn't see many crews really even step foot on government islands. Most of them are pretty vulnerable security wise and just benefit purely from clout. This works for CDs since Admirals do get sent right away but all other locations are fair game if any pirates really want to do something.

They can send a battle fleet from Marine HQ in like... within minutes and actually did so in the story. It's a court and intelligence headquarters and not a military base.

I like the idea but I don't think Brook DF will allow him to amplify Luffy's heart beat.
Other way, it would be awesome, Brook amplifying the heart beat, so Luffy can reach more people and affect a larger area.
