Most certainly yes, if when casual and a bit below base most likely even till now he's still comparable to a FH in the top 4 then there's quite a gap.
Hon, Edhuan and most likely Yurin may surpass Blossom but even they cannot simply casually be comparable to her.
Much doubtful even for Ha Yurin to use her body in a state below base to exceed or match the power of blossoms flames.

To be honest he clears everyone but it starts to get tricky with Eurasia. Let's take healing out of it, Eurasia will critically hit him and Eduan will finish him. Somehow if he gets past Eduan as well Arie hon with the fatality 100%

If All FHs are at full power, tu perie will be one of the most difficult match ups for Urek i think even though he is likely to be one of the weakest due to tricks, we saw how luslec gave Urek trouble with his poor spells compared to Arlene's.

Zero, absolutely zero idea how them being around for longer is a point against him not being the same considering he literally flat out surpassed them in 50 fucking years.

It's very hard to say if that rule applies to Irregulars. ToG wiki says irregulars can use shinsoo freely, but story doesn't really state it out clearly. I still think all irregulars are same in that regard that they can use shinsoo without contract. Bam and Urek could be exceptions just based on the fact that they are more talented than family frauds, but then again I find that hard to believe.
