hope im wrong, but based on no other floor being chaotic in the current timeline, this is my take.

There's also a possibility that they are hiding in the outer tower. The place where White hide and gained his powers, by manipulating entire countries into killing each other

Btw I never noticed how come Obrion and Lator are in inner tower? Even if they are irregulars, they still need to climb to go to higher floors. Were they able to hide from guardians or they didn't care?

They don't need permission to do anything, it's been pretty clear for a while now that they can do anything they want in the Tower and freely roam it's floors as they wish.


And Guardians don't touch invader entities until they cause entirely too much damage, prime example being Enryu after his killing spree.

We also saw how the Mago Zone affected the 2F. Admins simply can't interfere with certain things they do.

Even then I thought for instance if Mago is in 2F, she cannot go up the tower directly or if Lator was in 6th floor he cannot go up or down and can only stay in that floor.

Still thinks it comes down to the difference between being an invader entity and not.


From Gustang's words, the Family heads enjoy lots of unspoken privileges from the Tower and Administrators including the contracts and Floors they were granted authority over which sorta legitimizes them I guess.

I'm thinking the shines are getting treated by the tower like items from Pentaminum, not regulars. They are irregular-status wise ofc, since they can kill Z and the FHs, but they won't need to climb. That is perhaps how Enryu was just popping out on floor 43 directly.

Latour and Aubrion does not look like they follow any rule nor do they use any tower-sourced power.

It would be an interesting twist if a shiny was the demon that taught White how to consume souls. White starting a war that killed a billion people is definitly somewhere shinies could thrive.

Enryu is not shining one, Remember Urek & other shining ones find hard to use Shinsu at first & even their outside powers not working so well inside tower on the other hand Enryu entered the tower & kill administrator.

I didn't say he has anything to do with Shinies. I'm commenting that the floor of death exists in this timeline because Enryu has already killed the admin. Specially becaue we know Phanta is in the tower, and all this occurred before.
