English subtitles are available. If you're interested in Togashi and HxH, just jump to the timeline when he speaks about them. Most of it is him talking about editorial jobs, but there are some interesting tidbits when he talks about being in charge of Hunter x Hunter and Togashi (and Kisimoto) general methods when preparing upcoming chapter.

Could just be a video for some merch or an early volume, or really just a video with voice acting highlighting some stuff from the current arc... the anime continuing would be amazing, but not counting on it at this point, not to mention this arc feels like it's still pretty far from over.

i would love to read it if you can find it. i saw some ideas on how he comes up with a character, but thats not the same as planning this whole arc

Are you talking about the Jump Ryu interview? Or the long one with Kishimoto and an editor? I don't remember him saying that he planned the whole arc. He said he wanted to break the record of characters named in a single arc (held by Captain Tsubasa).
