Kinda hard to say because each arc is really different in terms of theme and tone. So it's really hard to compare. In terms of the best, I'd say Chimera Ant Arc. But if we're talking about favorites, mine would be the Hunter Exam arc in the manga, Heaven's Arena arc in the anime.
