Genthru is best villain because he was not shades of grey and was actually evil. You actually wanted to see Gon kick his ass, where as other villain I don't because they are sort of good guy more than villain.

Genthru to me is equal level development to Chrollo and even Hisoka. Obviously of all enemy characters Meruem has best development.

The only one of them who seems important enough for it to be them is Koala. Also his backstory involves the underground crime world so there is a possibility it is him, but personally i think it is noone we have seen yet.
