Il say my girl Irene wins here:3c. She has that dragon form and next level enchentmants. I honestly wish we saw more master enchentmants because it was hyped and deus Sama the only spell we really saw from Irene In her Dragon form is really impressive (other than broken Erza destroying it).

Irene was literally called the strongest women spriggan by a female spriggan so she obviously takes it.

Zeref is definitely >August and is basically>= dragon irene(depends if she can stop him from turning her back to human form but he is still stronger) They don't have the hype or protrayel that puts them on his level.
