    given that the sentence is spoken in Kansai-ben, I assume it's meant to be: ”待て”　と言っているのが分からないのか？ ちゅーとん　（つーとん）　= 言ーとん = 言っている Kansai-ben can be so annoying to some people

    This is only a guess, but the school name could be ら生門　=　羅生門 "Rashomon" 門 is sometimes written in simple form like that. the letter before 校 is very unclear. I think he just made a mistake and corrected it. "Rashomon elementary school graduated"

    何百億　= several tens of billions Is that correct? technically it's referring to the number that is over 10 billion but less than 100 billion full sentence is; 何百億もの負債 debt of several tens of billions. Can somebody help me out?
