I wouldn't rule out the mother theory so quickly. Anime characters don't age like normal people do, and Mashima tends to draw physically attractive characters (particularly women), unless they're 80 years old.
Also worth noting is the fact that 29-year-old Layla looks exactly like 17-year-old...
