I also thought it was the name of the band but here what I found:
神威 楽斗 Kamui Gakuto. also known as GACKT.C.
He was in some bands before becoming a solo artist... he has quite a career "He has released fourteen albums and thirty-nine singles as a solo musician". "holds the male soloist record of most top 10 singles in Japan music history".
