They may have voted more but from the numbers I see the difference is not great, I guess because men watch anime more than women?

Kobato has a brother complex which happens kinda often in Anime.
Misaka 10032 is just the "little sister" of Mikoto Misaka so no problems here. Your picture shows neither Misaka Imouto nor Mikoto though. It is a spell.

It seems like that recently the brother-sister relationship has something sexual to it (did someone say Oreimo?).

Still I nominated Momo from TLR, I'd like a lil sister that willingly creates a harem for me.

If I'd had a sister that was super hot with a brocon, I wouldn't be able to resist (a la Kiss x Sis).
Then again I don't have sisters, so I won't know how normal brothers feel.

I think the brocon/siscon thing is somewhat common fantasy which may be why it creeps in anime all the time. Like what if that super hot girl you like was actually your sister, looked up to you, and called you onii chan? Of course living with her you may catch her in various states of undress, and who knows what would happen? However in reality, regardless of how attractive the general public finds her, you won't ever look at your sister that way.
