What do you wanna know specifically? I don't really know what to give in terms of tips. That said, when it comes to contests, I'll usually have a clear idea of what I want to do, then if I don't already know how to do it, I'll google it.

After that I just improve by spending time trying out a bunch of different things on PS, taking your time to practise; combining parts of different skills together to make something. For example, the gradient effect I used on the badge is something I learnt while doing another promotional item, as the original was flat and wouldn't stand out in a 28x28 dimension.

I'm not entirely sure on what's implied by banner. Is it just one for the top of the forums or what?

I've yet to see one of the banners made by artists up on the forum itself. Maybe I'm blind? But the gist is to create a banner using technology as a theme. The Community logo should also be included (Best to confirm that with one of the Art Mods, @Darky , @Holt). The dimensions required for the image are also listed in the OP of the Contest Thread.

The design?
The purpose of the Art Contests (banner for this one) is simply for fun, to express your creativity.
Sometimes it can be used in the forum.

Sorry for the endless questions from me, but do we have to keep the credit for the lineart artist in the picture? Or can we erase it and replace it when the coloring is finished (someplace less "in the way")?
