Bradman - Best villain design IMO, really lives up to his title.
Meredy - She pretty much always looks amazing, in either cloak or dress.
Mystogan - He just looks badass.

I support Gray Fullbuster.

His DeS form is badass. Made him look like a villain in Avatar.

Not to mention, I've always liked his style of clothing. Combat pants, trenchcoat, boots, and chains. Even his Tartaros attire was pretty cool looking.
