I hesitated between this and Erza, but ultimately i chose Battle of Naked.

Ultear's ass... that was a great pic from Hiro imho. Battle of Naked wins just due to the scene having several moments.

I'm not into torture scenes, so the Kyouka one isn't for me. Can see the appeal in that scene though xD

And Erza vs Kyoka wasn't really intended for fanservice. Which leaves us with Lucy and Brandish.

Ultear in Age Seal was alright, but there wasn't enough fanservice. And getting tortured doesn't count as fanservice for me. Haha.
