Alright, I might open a thread requesting it. You can dut it to. But ordering it is a moot pont for everyone else... I don't have a good scanner (in fact a don not have a scanner at all now!), nor a place in my bedroom to put it.

If you are looking for NSE or NOISE! you should take a look at Mangatraders or Baka-Updates Manga. You need to register first, but these two are great sites containing a lot of stuff. Just search for both series there.
The humour is kind of strange but I found it still funny..well, tastes are different.

so back to topic. i just registered to clear the questions for you guys. i've red through blame lots of times so i know it quite well.
what actually happened at the end and what the sphere is:
cibo got the net genes of Soy (Seu) from Mensarb but they fall into the hands of Davinelulinvega and she uses them to connect to the net sphere which is quite easy on the level she operates from. On the other hand this means the genetic information of soy would be lost/useless for Killys mission after davinel used it for a net spherre entrance so Cibo connected to davinel and downloaded the lvl9 safeguard from her which was the only way to store soys information in her own new body and keep it safe somehow so it can still be used.
so the sphere is the container of the net genes but later on when Sanakan comes into play again so says she found a way to safe the city and in the last volume we actually understand what it is. sanakan says something about her baby and in a flashback cibo remembers seeing a representative of the government telling her something before she died which was that the sphere contains an embryo of two women.
so Sanakan somehow managed to "impregnate" Cibo and genetically modify the embryo by mixing it with the net genes in the sphere so the human born from this sphere would hold the net genes and be able to safe the city. but it will only start to generate if it reaches an uncontaminated place which is the edge of the city where killy arrives in the last chapter. we see him being shot and regenerate while he gets flushed by the tide in the sewers which actually leads him to a place where daylight shines through the dark waters and plants grow at the bottom which means he reached the edge of the city and the baby can start forming and growing which it clearly does in the last picture.you can see something forming in the sphere so he successfully fulfilled his mission.
if he hadn't succeeded then there wouldn't have been any NSE anyway XD. so it's only logic but it's clearly stated in the last Volume of BLAME! anyway.

well i think u are wrong, this is what i think:
Cibo wanted to see the Net no matter the price was ( thats what she said), so she made the 2 folded connection, and when Davinel has been killed off by Domo, she connected to the net, ( the safeguard was surprised that it happend, and when Cibo downloaded lvl9 , it said that her memories will be removed ), then lvl9 started growing in Cibo's body, btw Seu wasnt a NTG carrier so his genetic Data was useless only B/c that was a special level normal ppl without NTG could connect to the Netsphere thus Davinel could use it to connect to the Net.
The most important is lvl9 formed inside Cibo body, to be honest it was another Cibo without her memories ( she changed bodies many times 6 or 7 ), but somehow she knew that Killy wasnt an enemy, she killed Domo and fixed Killy's hand, anyway after being shoot by Killy and a sec later by Pcell she activated her Ultimate Weapon and completly destroyed the level, then we see her enters the next level of the structure through the hole propably after many years and many battles thats why she looks so tired. Sanakan finds her and as u said, seems she impregnated Cibo, so it will not be a child of man and woman but human and safeguard and this way has the NTG ( this is not a child of Seu, even Sanakan said that this will be a child of her and Cibo nothing about Seu).
One more thing u said:

i think u are wrong, it wasnt Cibo's flashback, well, the person in the backup space is ... Morii, its not Morii ( morii was the company name who made the preservation pack) we dont know the true name of that person
The girl says, in the same page of the guy form the GA: "A representative of the governing agency retrieved me from an emergency preservation pack...". So, first of all, the girl was in an emergency preservation pack, probably the same one that we see around her neck, identical of Mori's (probably a direct reference of her being Mori).
And at the end of Log 60 the GA talks with Killy trough Mori, what indicates that they know of her existence, what implies that later she could be retrieved by them.
